Responsibilities:

Develop and Plan Projects

  • Define scope, develop cost estimates for various stakeholders within Enbridge

Lead engineering

  • Initiate engineering with design consultants
  • Develop engineering packages, manage stakeholder reviews, issue to construction team for execution
  • Answer requests for information (RFIs)
  • Initiate deviation requests and recommend updates to Enbridge standards

Supply Chain

  • Work with Supply Chain through preparation and award of contracts and purchase orders
  • Initiate material requisitions, evaluate material quotes, assist in negotiating request terms, approve purchase orders, and monitor change requests.
  • Work with internal subject matter experts (SMEs) as required

Construction Team

  • Ensure construction packages are issued to construction team
  • Ensure materials are received by site
  • Support with documentation needs
  • Site infrastructure permitting support

Supports the project team:

  • Field Execution
  • Manage RFI process and responses
  • Works closely with the Construction Coordinator and other stakeholders to ensure daily and weekly plans are developed, communicated and followed

Project Controls

  • Support project controls team and project manager to ensure work orders and purchase orders are initiated, tracked, and closed
  • Coordinate project financial close-out

Service Providers

  • Work with internal support teams to complete engineering and SCM tasks
  • Facilitate design reviews, deliverable reviews, and lessons learned meetings

Compliance

  • Ensure regulatory approvals and material testing requirements are met
  • Ensure land owner, crossing and proximity approvals as necessary
  • Evaluate and approve requests for information and change orders
  • Works to continuously improve the inspection programs each year by applying lessons-learned to future projects and exploring feasibility of using new technologies or techniques.
  • Identifies and recommends enhancements to engineering standards and specifications through the TSDR process.
  • Promotes consistency across the company with regards to practices and processes.

Project Quality

  • Support with resolution of quality issues

Project Turnover

  • Support project documentation turnover to Technical Records

Manage Project Safety

  • Supports continuous improvement of the safety culture within Programs group striving towards zero incidents

Scope/Dimensions:

  • Manage the engineering for the development and execution of multiple inspection & refurbishment projects each year for tanks, pressure vessels, and caverns.

Contacts/working relationships:

  • Work closely with Project Manager, Construction Coordinator, Project Controls, and Quality to achieve project goals and milestones.
  • Interface with internal stakeholders: project sponsors, subject matter experts to clarify scope and design solutions
  • Manage external stakeholders: vendors, consultants, contractors to manage scope, cost and schedule

Qualifications:

  • Bachelor degree in engineering and seven or more years of progressively detailed design and/or project management and/or field engineering/management experience, depending on technical education, accreditations and competency development.
  • Must be a motivated self-starter who works well independently in a fast-paced team environment.
  • Experience with API 653 is desirable
  • Exposure to Engineering, Construction and Field operations.
  • General understanding of pipeline and terminal operations
  • Ability to predict obstacles, challenges and risks; ability to proactively determine mitigation strategies and innovative solutions to problems
  • Excellent oral and written communications skills
  • Valid driver’s license

Working Conditions:

  • Office environment with some field work required
  • Scheduled travel to operating facilities, construction sites, and manufacturer’s facilities (up to 25%)
