The City of Dunn is currently accepting applications for the position of Project Manager. This position provides engineering and administrative support for capital projects with regard to design, development, and coordination for the City.

Responsibilities:

Performs construction management, project management and contract administration for City projects. Prepares monthly activity reports, budget reports, work plans and construction reports. Assists the City Management and other department heads as assigned with cost and resource estimates; prepares purchase orders, bid documents, and contract specifications and documents. Coordinates with the staff of other departments on construction projects. Compiles quantities and prepares payment applications for construction projects; tracks project costs. Manages the planning, coordination, and implementation of City projects including Capital Improvement Projects. Assists Finance Department to ensure federally funded City projects are in compliance and compile reimbursement requests for payment. Negotiates easement agreements with property owners. Monitors performance of outside contractors’ work; makes adjustments to their work as necessary; oversees construction inspection in accordance with approved plans. Interprets construction plans and specifications to ensure work is performed accurately. Provides guidance and technical assistance to the City Management and other department heads as assigned. Attend City Council meetings to secure funding, provide project updates, or present bid proposals for recommendation. Prioritizes work projects and assignments; requests resources as necessary to accomplish tasks. Manages projects to ensure they are on-time and on budget. Assists with enforcement of City policies and safety standards. Performs basic design of City projects. Performs small-scale topographical surveys. Performs other duties as assigned.
Knowledge of principles and practices of public administration, municipal planning and project management. Knowledge of environmental and socio-economic implications of community development. Knowledge of quantitative and qualitative methods, research techniques, chart and graph preparation, strategic planning and problem solving. Knowledge of budget policies, procedures, preparation, and administration. Knowledge of applicable local, state, and federal regulations, ordinances and codes. Knowledge of principles and practices of grant writing and administration. Skilled in the use of common office computer systems and software including Microsoft Office. Ability to create and manipulate spreadsheets and databases and apply information technology to project management and planning work. Skilled in the use of Geographic Information Systems (GIS) and computer assisted drafting. Skilled in the collection , analysis, and presentation of technical data. Familiarity for North Carolina building code and North Carolina general statues associated with grant and project management. Working knowledge of effective management principles and practices including motivations, communications, and performance coaching. Skilled in research, preparation, submittal and administration of government and private sector grants and other projects funding sources. Skilled in facilitation of effective public meetings and in conflict resolution among competing stakeholders. Demonstrated skill in the coordination and supervision of municipal improvement projects, equipment acquisition projects and consultant studies. Ability to establish and maintain effective working relationships with community groups, Federal, State, regional and local City officials, and the general public. Ability to prepare comprehensive reports and studies and to organize and coordinate others involved in large scale projects. Ability to make effective public presentations and communicate effectively, both orally and in written form. Ability to provide leadership to committees and staff, build consensus, and work collaboratively with developers, City officials, and the community regarding development.
Minimum Requirements
Bachelor’s degree in civil engineering or related field. Minimum 2 years municipal engineering experience.
Special Requirements
Other licenses/certifications required - Engineering Intern Certification or Professional Engineer Licensure. Possession of a valid North Carolina driver’s license is required.
