Project Description
The recently awarded United States Agency for International Development (USAID) US Philippine Partnership for Skills, Innovation and Lifelong Learning (UPSKILL) Program will strengthen the Philippine higher education system to support broad-based and inclusive growth. It will do this by strengthening the innovation capacities and workforce development functions of Philippine higher education institutions (HEIs) through faculty development, curriculum improvements, and engagement with industry and international partners, as well as overall improvements in HEI management and administration. UPSKILL will also support an enabling regulatory and policy environment to improve governance in the sector; and provide convergence platforms for local stakeholders to work together in achieving shared development goals. The UPSKILL Program will provide support to the Commission on Higher Education (CHED) in strengthening Philippine higher education through the UPSKILL workstreams: (1) policy and governance; (2) regional alliances; and (3) capacity building for higher education institutions. Support will also be provided to improve higher education management information systems; Philippine Qualifications Framework (PQF), quality assurance and accreditation systems, internationalization of Philippine higher education, Transnational Education (TNE) and lifelong learning.
Responsibilities

POSITION DESCRIPTION

RTI is seeking a Project Manager (Data and Research) for the recently awarded USAID
UPSKILL Program. The individual will perform tasks for the Commission on Higher
Education (CHED) - Office of the Chairperson’s activities on technical programs related
to higher education strengthening.
This position is based in the CHED Central Office in Quezon City, Philippines, and reports to
the CHED - Office of the Chairperson and the USAID UPSKILL Deputy Chief of Party

Qualifications

• At least a master’s degree holder and 6 years of experience or Bachelor’s degree and

years of experience

• Advanced oral and written communication skills, including proficiency in technical writin

and presentation skills.

• Advanced data analytic and research skills.
• Demonstrated experience in project and/or grant management within higher education.
• Exposure to the Philippine education system and data/research initiatives is preferred.
• Proven ability to coordinate effectively among various CHED Offices and higher educatio

Qualifications
