Emergency Medical Care Inc. (EMC) is a wholly owned subsidiary of Medavie Health Services (MHS) that manages and operates ground ambulance, air medical transport and the medical communications operations in Nova Scotia through a performance-based contract with the provincial government’s Emergency Health Services (EHS) Operations division and the Department of Health and Wellness. As well, EMC operates TeleHealth/811 medical communications for Nova Scotia and Prince Edward Island for the Department of Health.
We access all communities in Nova Scotia in a timely and efficient manner with our fleet of more than 180 ambulances and support vehicles operating out of 60+ stations. We respond to 165,000+ calls annually across the province, which are actively managed through the EHS Operations Medical Communications Centre, the hub of all emergency (911) and non-emergency (hospital transfers) medical calls.
The EHS Operations LifeFlight program provides even greater accessibility by responding to patients on scene or through inter-facility transports by our critical care team via helicopter, fixed wing, or ground ambulance.
In addition, paramedics in Nova Scotia participate in various programs both urban and rural such as community-based paramedic programs, collaborative emergency centres, and emergency preparedness and special operations, to name a few.

Reporting to the Business Analyst, The Project Manager (PM) is considered the subject matter expert (SME) on project development lifecycle and methodologies. The PM is responsible for the day to day management of business projects within EMC, as per corporate EMC Inc. The PM works closely and in collaboration with the project sponsors, end-users, business area leaders, vendors and EMC/MHS IT, providing oversight and consultation on project initiatives.
The primary responsibility of the PM is to manage corporate cross-functional projects by: providing leadership, organizing and planning, and effective communication. Ensuring all aspects of the project, from initial scope identification to final paperwork are completed in a timely manner, according to process and to quality standards on time, within budget, in accordance with the established scope of work, and to the Sponsor’s satisfaction. The PMs’ goal is to ensure the Project deliverables align and support business area and cross organization functions.

Duties and Responsibilities:

This position entails, but is not limited to the following:

  • Enforce project standards across all projects by applying the organizational Project Management (PMBOK) Methodology to define and manage project scope; develop, circulate and attain approval for all documentation associated with the project; monitor and control project timeline; budget and deliverables; and prepare cost estimates and project budgets
  • Identify project risk factors in a timely manner and developing appropriate risk mitigation strategies (including contingency planning)
  • Maintain accurate and complete records, and reports on all project matters
  • Ensure adherence to quality standards and change management practices to ensure proper traceability and project artifact retention
  • Understand and manage interdependencies, collisions and integrations between projects; including resource interdependencies.
  • Provide subject matter expertise and guidance to senior leaders
  • Provide leadership and coaching to Project Coordinators, Junior Project Managers and project team members regarding project management practices and related project requirements
  • Act as the main point of contact for handling routine inquiries, issues, and requests for information relating to the project deliverables
  • Monitor and evaluate the performance of project staff and address project performance issues with project resources, and or supervisors.
  • Ability to work collaboratively in a diverse team environment to build a cohesive project team

QUALIFICATIONS AND REQUIREMENTS:

Education & Experience Required

  • A Bachelor’s degree in business, engineering, technology program, or related field, or an equivalent combination of post-secondary education and work experience
  • Minimum three (3) years cumulative project management experience managing professional projects of moderate to complex, size and scope
  • Managing project budgets; overseeing resources, managing and monitoring employee utilization across divisions and projects.
  • Must be current in Project Management Professional (PMP) designation/certification, with thorough understanding of the PMBOK processes
  • Familiarity with Project Management Body of Knowledge (PMBOK)
  • Excellent interpersonal skills with the ability to effectively communicate
  • Lead team members and other stakeholders effectively
  • Very strong organization skills with ability to prioritize and multi-task effectively
  • Adaptable in a rapidly changing environment
  • Familiarity with project management methodologies and system development life cycle
  • Strong problem solving and analytical skills with the ability to analyze information and make recommendations
  • Self-motivated individual with the ability to lead a diverse team as well as work independently
  • Health care experience including portfolio, program and/or project level leadership experience would be considered a strong asset
  • BA (CBAP or CCBA) certification or equivalent experience would be considered a strong asset.
  • PMP certification would be considered an asset
  • Experience working in a business role with supervisors and managers as clients.

Physical Requirements:
The employee will spend various periods of sitting, standing, walking, crouching, lifting, and / or carrying light objects. Required to maintain one position for possible long periods of time, such as sitting at meetings, or at a desk setting. Employee will be reading data or inputting data, report writing, operating a word processor, computer, calculator, and talking on the telephone. Use and exposure to general office equipment such as fax, photocopier, printer, and personal computer. Exposure to low to moderate noise levels.
There may some travel involved in this role.
