Description:
QUALIFICATIONS
Education and Experience:
- Bachelor’s degree in Engineering, Landscape Architecture, Planning, Construction Management, or a related field and a minimum 5 years of demonstrated experience as a project manager, leading multi-disciplinary teams through various stages of complex development projects, or an equivalent combination of education and experience.
- Experience in developing and reporting on project and programs, and researching, for various policies and initiatives.
- Project Management Professional (PMP) designation is an asset.
- Registration or eligibility to register as an Engineer-in-Training (EIT) or Professional Engineer (P.Eng) with EGBC is an asset.
Knowledge, Skills and Abilities:
- Extensive background in the City’s land development process and relevant City by-laws
- Understanding of the department’s role in the land development process
- Knowledge of the City’s policies and related current literature, trends, and developments would be an asset.
- Knowledge of EGBC’s Organizational Quality Management processes or other quality management frameworks.
- Excellent knowledge of Project Management methodologies, processes, standards, and policies.
- Excellent written and verbal communication skills to confidently interact with the public on contentious topics.
- Ability to translate technical information into material that can be easily understood by a broad audience through collaboration with content experts.
- Ability to effectively negotiate complex issues with developers in the best interest of the department, City, and taxpayers.
- Ability to build relationships and influence others while respecting the sensitive and political challenges that impact decisions.
- Ability to manage multiple projects and processes with competing schedules and resources.
- Working knowledge of the City’s land use, environment and health policies an asset.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

Responsibilities:
MAIN PURPOSE & FUNCTION
The Project Manager I resides in the Development and Major Projects Branch and is responsible for supporting the development review team with rezoning and development permit applications, as well as managing a number of complex, high priority development projects. This role will represent the department’s interests in large area development in rezoning and construction phases, as well as government related development projects.
SPECIFIC DUTIES & RESPONSIBILITIES
- Facilitates large area development in the rezoning and construction phases as well as government related development projects.
- Works with developers, consultants, and outside agencies to establish the City’s needs for developer related infrastructure improvements and support negotiations.
- Implements rezoning and development conditions through coordinating the department’s review and preparing memos and reports for approval.
- Instructs Legal Services and reviews draft agreements to facilitate development, primarily for the purposes of securing development conditions for public works and rights-of-way.
- Manages the design, construction, and acceptance process for large-scale developer funded road works including financial account management.
- Fosters the relationship between the City and the development/construction industry with a focus on minimizing impacts to residents, business owners, and the public.
- Facilitates meetings and implement adequate internal controls for reporting to Senior Management.
- Works with a team of Project Managers, Planners, Engineers, Lawyers, Design and Operations groups, multiple internal and external stakeholders, and partners to project manage externally led projects.
- Performs project management activities including defining project scope, objectives, success factors, deliverables, and quality measurements to meet the business needs.
- Proactively identifies and engages stakeholders to identify and manage risks throughout the project; identifies funding gaps and prepares reports and presentations.
- Represents Engineering Services in multi-disciplinary project technical teams that process large and/or complex developments.
- Makes presentations to Council, Committees of the Whole, and advisory committees to Council.
- Other duties/responsibilities as assigned.
