QUALIFICATIONS AND REQUIREMENTS

  • Completion of post-secondary education in Engineering or a related discipline.
  • Considerable experience in managing projects with preference in a waste related operational environment.
  • Thorough understanding of the principles of asset assessment and experience related to capital planning and execution of capital deliverables.
  • Knowledge and experience in all project phases (including conceptual design, pre-design, detailed design, and construction administration).
  • Excellent understanding of municipal waste infrastructure and process design.
  • Ability to manage scope, budget and meet tight deadlines as well as properly coordinate the efforts of multi-disciplinary project teams.
  • Knowledge of the Occupational Health and Safety Act and other applicable legislation.
  • Knowledge of waste industry, municipal and provincial regulations related to waste collection and processing, operation, maintenance, and environmental compliance.
  • Excellent project management skills and the ability to manage multiple priorities.
  • Experience with project management software tools.
  • Excellent communication skills with the ability to communicate with all levels of staff, stakeholders, the media and the general public.
  • Good interpersonal, leadership and team building skills.
  • Proficient with Microsoft Office programs (Word, Excel and Outlook).
  • A valid Class G drivers licence with a good driving record. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their licence is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirement.
  • Experience with GIS and AutoCAD would be an asset.
  • PMP, PgMP or CAPM designation is an asset.
  • Candidates with an equivalent combination of education and experience may be considered.

Responsibilities:

  • Oversee the development, management and integration of capital projects specialized areas of municipal engineering involving waste collection and processing infrastructure.
  • Serve as capital program project manager directing project teams by providing technical direction based on sound professional engineering practices to ensure desired project performance objectives are met.
  • Oversee review of detail designs for engineering equipment and construction projects for solid waste and other related work, including review of design calculations as required.
  • Ensure development of formal project documents including Project Charters, Schedules, Risk Registers, and Business Cases, amongst others, and ensures project management vigour consistent with protocols of the City’s Project Management Office and PMI.
  • Ensure facility equipment and asset inventory and condition assessments are maintained, including review for accuracy and data integrity, as well as, managing corrective actions such as on-going inspections and performance evaluation strategies.
  • Review and maintain levels of service framework and key performance indicators related to asset management.
  • Identify, assess and control risks and failure modes, and perform cost benefit analysis management strategies as part of the asset management program to identify capital planning needs and priorities.
  • Review and update life costing models and lifecycle analysis.
  • Assist in development of long term capital planning and 10-year capital budgets, identifying future demands and capacity, potential funding sources and contingency plans.
  • Act as a resource to the site’s maintenance group on best practices and industry standards related to preventative maintenance programs, planning and procedures, scheduling and part inventory, as well as, integration of computerized maintenance management software
  • Attend meetings with City staff, internal departments and external stakeholders as a representative of Guelph Solid Waste Resources.
  • Ensure consultants, contractor and suppliers compliance with contract and corporate and MOL health and safety requirements.
  • Other duties as assigned.
