Description:

Purpose: Responsible for ensuring the processing of supply transactions for Class II, IV, and VII, and for the receipt of Local Purchase items. Maintains the APS-2 Property Book as the Primary Hand Receipt Holder for all contractor operations.
Positions Reporting to this Function: Property Analyst Lead, Property Analyst, Supply Technician Lead, Supply Technician, Laborer, Warehouse Worker, and Shipping and Receiving Clerk.

Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to fulfill each essential duty satisfactorily.

  • Directs and leads subordinates in the day-to-day operations and ensures daily assignments are carried out in a manner that meets established suspense’s or timelines.
  • Manages a professional team encompassing a wide range of functions within the discipline:
  • Evaluates staff, comparing objectives and achievements in staff assessments.
  • Issues disciplinary or corrective actions when needed.
  • Recommends termination or contract non-renewal of leased equipment when appropriate.
  • Responsible for completing Performance Evaluations as required.
  • Monitors and provides random quality audits over the property accountability process ensuring all data entries in the property accountability process are complete with all required audit documentation. Identifies those personnel that are not meeting the data quality requirements to ensure they are properly trained or transferred to an area they can perform in.
  • Assists in developing and implementing Standard Operating Procedures (SOPs), Work Instructions, and Plans related to Property CDRL requirements.
  • Responsible for the day-to-day interface with government representative and senior government staff providing logistical oversight of contract property functions and Government Furnished Property (GFP).
  • Maintains office supply stock, clothing stock, and Personal Protective Equipment (PPE) stock and will direct local purchase actions for replenishment of those items as required.
  • Coordinates with supporting Supply Support Activity (SSAs) for requisitioning and turn-in actions.
  • Maintains accounting records associated with supply management.
  • Assists the General Manager on all Property program matters concerning Army supply and commercial parts integration to include reconstitution, transformation, and acquisitioning.
  • Maintains inventory and records of shipping materials and supplies.
  • Performs document register reconciliations monthly unless directed otherwise.
  • Assists in ensuring contract provisions pertaining to property management are met by fully adhering to the PWS and FAR.
  • Advises the General Manager on all concerns and issues pertaining to supply/property issues and any other issues which could affect the site.
  • Provides shop sections with timely logistical support to ensure maintenance mission is met.
  • Ensure strict compliance to safety practices and support the Amentum Safety Policies and Procedures.
  • Able to accurately process Inventory Adjustment Reports (IARs) for review and approval.
  • Performs other duties as assigned.
  • Maintain a daily timesheet and daily manning report and ensuring times are accurate.

Qualification & Experience Requirements: The requirements listed below are representative of the knowledge, skills, and/or abilities required.

  • High School graduate or equivalent.
  • 6 years of Property Book Accounting and Logistics experience.
  • 1 – 3 years of supervisory experience required.
  • Experience operating GCSS-Army preferred.
  • Forklift and MHE experience preferred.
  • Driver’s license required.
  • Must have knowledge of the Army retail supply system, technical supply operations, and established policies.
  • Must be knowledgeable in accounting and inventory management procedures.
  • Must have strong organizational and planning skills.
  • Must have basic knowledge in the use of MS Office, including Word and Excel, Outlook and other related applications.
  • Must be able to function with an advanced level of English oral and written language skills.
  • Must be able to meet and maintain all base access security requirements.
  • Must be able to meet and maintain all LIS access requirements (Common Access Card).
  • Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.
  • Must have or be able to obtain a US Passport.
