Job Summary: Under the broad direction of the Chief Executive Officer, and with great latitude for decision making, serves as Provider Network and Authority Officer of Integral Care. Provides direction and guidance of strategic operations. The work involves the development of the Local Area Service Plan and Network Development Plan, and developing a qualified provider network to create consumer choices. The role requires the integration of local and strategic planning, implementation of board policy guidance, budgeting, utilization management and reporting measurements of quality outcomes to various stakeholders. This position oversees utilization management, quality management, claims payment, ombudsman, provider enrollment and contract management functions across service delivery systems. This position functions as the staff liaison to the Planning and Operations Board Committee, Planning and Network Advisory Committee, the City of Austin Main Interlocal Agreements, the County Main Interlocal Agreement, Central Health and the SAMSO Agreements. This function also leads the Centers Quality Leadership team, and is responsible for leading the agency’s overall quality improvement initiatives, such as joint commission accreditation and other state agency organizational level external reviews. Works under minimal supervision by the Chief Executive Officer, with extensive latitude for use of initiative and independent judgement. Provides reports directly to the Executive Committee of the Board of Trustees.
Regular, predictable attendance is an essential requirement for this position. Other duties may be assigned. May require a flexible work schedule.

Knowledge, Skills, and Abilities:

  • Knowledge of Medicaid and other funding sources plus the ability to oversee the management of the service system that meets requirements of funding sources.
  • Knowledge of state laws and applicable rules related to network development.
  • Knowledge of best practice models of service.
  • Proven ability to manage large work groups with successful outcomes.
  • Proven success developing, implementing, monitoring and managing budgets in excess of $1 million.
  • Ability to constructively and efficiently work with other professionals and staff, community representatives, persons with disabilities and family members.
  • Ability to foster strong, positive and effective working relationships with interagency and intra-agency team members.
  • Ability to effectively communicate ideas and compile concepts with individuals from diverse cultural and socioeconomic backgrounds through oral and written communication.
  • Knowledge of local, state, and federal laws and regulations relevant to corporate compliance
  • Skill in establishing plans and setting goals and objectives for corporate compliance activities
  • Ability to conduct investigative reviews and develop plans of improvement

EDUCATION:

Required:

  • Graduated from an accredited college or university with a Master’s degree with a major specialization in Human Services or related field.

EXPERIENCE:

Required:

  • A minimum of seven years of successively advanced management and supervisory experience - including budgeting, Medicaid, community-based services, and implementing and operationalizing best practices

Hours: Full-Time.
Workdays: Monday-Friday.
Workhours: 8:00am-5:00pm.
Salary: $157,443 annually.
