Description:

JOB DESCRIPTION

The Public Warning unit operates 24 hours per day and seven days per week out of Watch Command, NYCEM’s operations center. Public Warning staff work in conjunction with the Watch Command staff to monitor citywide radio frequencies; local, national, and international media; and social media to identify incidents impacting NYC and are responsible for the corresponding dissemination of Notify NYC alerts and notifications. The NYCEM Public Warning unit is also responsible for activation of the City’s Wireless Emergency Alert (WEA) and Emergency Alert Systems.
Reporting to the Director of Public Warning with latitude for independent initiative and judgment, the Program Manager is responsible for strategic, administrative, and operational support of New York City’s Public Warning Unit, including, but not limited to, the Notify NYC program, Wireless Emergency Alerts, social media, and the Emergency Alert System.

The duties are as follows:

  • Provide guidance and managerial oversight of Notify NYC personnel during daily public safety incidents that require dissemination of public messaging.
  • Develop, maintain, and update as necessary standard operating procedures, technical reference documents, and training materials for the Notify NYC program and the City’s Emergency Alert System.
  • Manage the business process improvements for public notification activities.
  • Participate in operations management activities in support of the public notification program including developing reports for senior and executive staff, program management/evaluation, and resource planning.
  • Serve as a point of contact and liaison between NYCEM units, OTI, private vendors/contracts, and other City agency partners related to the Notify NYC program.
  • Take, maintain, and distribute minutes during programmatic, intake, and operational meetings.
  • Serve as an escalation point for customer service inquiries that are unable to be handled by the frontline public warning staff.
  • Participate in project management, including developing timelines and meeting deliverables.
  • Assist the Director in supervision of Public Warning Specialist staff, including, but not limited to, scheduling, timekeeping, overtime management, personnel development, and performance evaluation.
  • Assist the Director in long-term strategic planning for the Public Warning unit, including, but not limited to, maintaining awareness of emerging technologies and evolving industry best practices and working to incorporate them into long-term innovation goals.
  • Oversee and serve as an escalation point for the Public Warning Duty Officer Program, filling in coverage gaps as needed.
  • Serve as a Public Warning Specialist on a contingent basis in order to fill staffing gaps.
  • Coordinate with members of the NYCEM Response Bureau Management Team to ensure that the Public Warning operations and activities are seamlessly integrated with those of the Watch Command and Field Response that each unit is operating cohesively and effectively.
  • Other duties as assigned by Assistant Commissioner of Director of Response, and/or Director of Public Warning.

Minimum Qualifications
1. A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or
2. A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience in the areas listed in “1” above; or
3. A master’s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences ,or related field and one year of satisfactory full-time professional experience in the areas listed “1” above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.
4. Education and/or experience equivalent to “1”, “2”, or “3” above. However, all candidates must have a four-year high school diploma or its educational equivalent.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in “"1"” above.
