Description:

JOB SUMMARY:

Responsible for assisting with overall operations of City utilities and maintenance of City infrastructure. The primary duties of this position will be supervision of the Public Works Streets Division. Provide direct supervision of foremen and full-time operations staff as well as temporary employees and seasonal workers in coordination with the Operations Manager.

EDUCATION AND EXPERIENCE:

  • Associates Degree preferred; and
  • At least 2 years of related work experience work in supervising public works, parks grounds, and/or facilities maintenance personnel; or
  • Other equivalent combination of education and experience may be considered.
  • Extensive knowledge of roadway and storm sewer maintenance, required.
  • Possession of a valid commercial drivers license (C.D.L.) classification B or higher (in good standing as required by the City’s insurance company) or ability to acquire within 6 months of employment, required.

KNOWLEDGE, SKILLS & ABILITIES

  • Public works operations and maintenance principles, concepts, regulations and related legislative mandates.
  • Public works facilities and infrastructure management, including water, wastewater, and roadway maintenance.
  • Current roadway and grounds management techniques.
  • Risk management in the public works work place environment.
  • Current trends in right of way or easement management.
  • Appropriate maintenance equipment and techniques for the scope of work to be performed.

Responsibilities:

ESSENTIAL JOB DUTIES & RESPONSIBILITIES:

  • Supervise full-time Operations Group employees and seasonal staff. Provide feedback and assistance to subordinates as needed. Respond to inquiries/complaints from subordinates and resolve any discrepancies.
  • Evaluate personnel performance and discipline employees according to the City of O’Fallon personnel code.
  • Review and prioritize requests for service. Coordinate follow-up with requesting parties as appropriate.
  • Schedule daily workload with the foremen, assigning tasks as necessary in coordination with the Operations Manager.
  • Ensure adequate staffing of work assignments to complete tasks in safe and efficient manner.
  • Recognize employees’ strengths and weaknesses, providing guidance and training to aid long term development of employees.
  • Coordinate work with contractors, outside agencies, support staff and other City Departments, as appropriate.
  • Coordinate employee scheduling for work to be completed cooperatively with contractors and Operations or Engineering staff.
  • Review completed work by Operations employees or contractor personnel for completeness, documentation, methods, timeliness, efficiency, etc.
  • Inspect/direct work to be completed by contractors for the Operations Group.
  • Initiate response activities to snow & Ice events, water main breaks, sanitary sewer blockages, stormwater infrastructure collapses, etc., according to policies and procedures established within the Department of Public Works.
  • Participate in pre-planning for emergency and special events.
  • Monitor water and sanitary sewer operations via field personnel reports by phone/radio or in person, e-mail, SCADA (supervisory control and data acquisition notices, etc. and coordinate responses as appropriate with Operations Manager and Director of Public Works.
  • Maintain call-out lists and coordinate activation by Police Dispatch via SCADA alarm for emergency events or non-emergency notification by phone or e-mail.
  • Act as responsible agent for Operations maintenance activities in the absence of the Operations Manager.
  • Assist with the hiring of new employees as necessary.
  • Develop and implement maintenance schedules as required.
  • Approve/submit subordinates’ employee payroll time sheets and remediate payroll discrepancies.
  • Solicit quotes for services, supplies, and equipment.
  • Review and oversee purchases by subordinates validating receipt of goods or services as satisfactory or obtain refund/replacement.
  • Maintain inventories of supplies and equipment as necessary for Operation Groups’ activities.
  • Assist Operations Manager in preparing an annual maintenance budget that meets the needs of the Department and does not place an unnecessary strain on the City.
  • Manage the maintenance of all Operations Group’s facilities and infrastructure in coordination with the Operations Manager.
  • Identify areas of improvement for the Operations Group and set goals for the completion of these improvements.

MARGINAL JOB DUTIES AND RESPONSIBILITIES:

  • Perform various duties and functions specific to the area of personal expertise.
  • Work with other governmental agencies such as county and township road districts, school districts, and IDOT thru intergovernmental agreements.
