    The Compliance Manager is responsible for the RTO’s compliance with the VET Quality Framework, government funded contracts and relevant legislation.
    Line of Authority: The Compliance Manager is directly responsible to the CEO.
    Role Objectives: The primary focus of the role is to manage the RTO’s compliance and quality assurance functions to ensure its ongoing success as a provider of quality training and assessment. You will keep a close eye on policies and procedures ensuring they are up to date with the ever‐evolving regulatory landscape. By providing guidance to management and staff, you will foster a culture of compliance throughout the organisation. Through regularly reporting to management, you will provide valuable insights into the adequacy of the compliance system and recommend necessary actions or changes to mitigate risks effectively.

THE COMPLIANCE MANAGER MUST BE ABLE TO DEMONSTRATE THE FOLLOWING SKILLS AND ATTRIBUTES:

  • Knowledge of the Vocational Education and Training principles and systems, and a thorough understanding of the RTO Standards.
  • Ability to understand legislation and government contracts and interpret them in the context of the RTO’s requirements.
  • Ability to achieve objectives within the prescribed time frame including accommodating peak workloads.
  • Well‐developed analytical, literacy and numeracy skills.
  • Exceptional communications skills including the ability to write technical documentations such as policies, operating procedures and work instructions.
  • Problem solving and decision-making skills.
  • Excellent understanding of the VET Quality Framework, Standards and relevant legislation.
  • Understanding of key stakeholders in the VET sector.
  • Ability to show initiative and professionally represent the organisation.
  • Ability to identify risks.
  • Ability to work with minimal supervision on a number of simultaneous projects and to work to deadlines and within budgets.
  • Ability to work in a team environment and be receptive to change.
  • Excellent computer skills, including working knowledge of the Microsoft Office software suite.

Responsibilities:

  • Work collaboratively with the CEO to ensure all divisions of the RTO meet regulatory, legislative and contract requirements through implemented processes.
  • Plan, implement and manage the RTO’s annual compliance and quality assurance activities.
  • Monitor the RTO’s compliance with the RTO Standards and Smart and Skilled Contract through the conduct of internal reviews.
  • Coordinate scope of registration changes, transitions and registration renewals.
  • Maintain trainer and assessor compliance records, including industry currency and matrix of professional development and unit mapping.
  • Monitoring systems to ensure efficiency and effectiveness of internal control processes.
  • Develop and maintain policies and procedures to the latest RTO Standards, emerging VET Regulator requirements, government funded training, relevant legislation and organisational needs.
  • Maintain current and accurate records within the compliance system.
  • Manage all RTO document control processes to ensure quality, currency, integrity and compliance.
  • Coordinate and document internal meetings as part of the overall continuous improvement process.
  • Coordinate assessment validation activities including planning and maintaining the validation system.
  • Provide timely and accurate reports to the CEO in relation to the RTO’s compliance, including implementation of recommendations and strategies to assure compliance.
  • Ensuring all communication and documentation with ASQA and Training Services NSW is completed accurately on behalf of the RTO and on time.
  • Manage and facilitate annual ASQA reporting requirements.
  • Manage and facilitate provider performance reviews with Training Services NSW in relation to the Smart and Skilled Contract.
  • Conduct administrative activities for the RTO consistent with contractual and legislative requirements.
  • Comply with requests from the National Regulator and Training Services NSW/the NSW Department of Education at all times and during audit.
  • Provide advice to the CEO on all RTO matters relevant to compliance including identification of potential areas of compliance vulnerability and risk of the RTO.
  • Represent Strategic in a professional manner at all times and maintain a positive image of the organisation in accordance with the level of position.
  • Comply with all policies and procedures and requirements of Strategic relevant to the role.
  • Actively undertake professional development and participate in educational programs to increase knowledge with respect to the role.
  • Keep up to date with VET training, industry and legislative changes and identify how best to incorporate those changes into the business.
  • Other duties as required to contribute towards the running of a professional and profitable training organisation.
