Description:

The Quality Manager, Complex Malignant Hematology (CMH) works closely with the Hematology Operations Manager and Operational Director. The Quality Manager, CMH is responsible for the leadership, strategic vision and direction of the quality management program, developed in collaboration with the Director of the Erie St. Clair (ESC) Regional Cancer Program and Hematology Operations Program Manager, hematology leads, and other internal stakeholders. The Quality Manager, CMH leads the planning, design, implementation, and evaluation of strategic and operational plans relevant to the Stem Cell Transplant (SCT) Quality portfolio informed by standard setting agencies including the Federal Government. The Quality Manager, CMH is responsible for developing and managing a culture of quality, safety, risk, and patient experience throughout the SCT program and the overall organization as it relates to this program. Additional responsibilities include improving quality and patient safety outcomes and operational efficiencies in support of achieving the quality and Ontario health strategic plans

SKILLS/CAPABILITIES:

  • Demonstrated ability to work collaboratively with multidisciplinary teams (i.e. inpatient, outpatient, lab, and pharmacy)
  • Demonstrated experience in a hospital’s accreditation process in a leadership capacity, including the ability to interpret and apply general regulatory and accreditation requirements to specific operational situations
  • Demonstrated knowledge and application of project management principles and quality improvement frameworks (I.e. Project Management Institute Body of Knowledge, Lean Six Sigma) in a healthcare setting preferred
  • Time management, organization, and prioritization skills
  • Ability to become familiar with teams processes, policies, procedures, and work plans, including demonstrated ability to develop and implement action plans
  • Strong attention to detail, planning and problem solving mindset
  • Excellent communication (written and verbal), interpersonal and conflict management skills that promote initiative, collaboration and novel thinking
  • Proficient in Microsoft Word, Outlook, Teams, Excel, Power Point, and Visio

QUALIFICATIONS/SKILLS:

  • Undergraduate degree in a Health-related field or Science is required
  • Master degree in a Health-related field or in physical sciences (Chemistry, Biology) is preferred
  • Quality Certification (Yellow, Green, Black Belt) preferred
  • Project Management Certificate (PMP Designation) preferred
  • FACT Certified Quality Auditor preferred
  • Minimum 5-7 years of successful and progressive leadership experience or considerable position-related experience required in a health care setting
  • Experience leading and/or guiding the development of clinical programs/projects in a healthcare setting preferred
  • Experience developing and implementing quality management systems which enable programs to meet and exceed Accreditation standards, enhance performance/work flow, and provide better means of communication
  • French Language proficiency an asset

Responsibilities:

  • Leads the strategic development and management of the Complex Malignant Hematology (CMH) Quality Management Program, completes gap analysis and leads expansion planning proposals with oversight from the CMH manager and ESC Regional Director
  • Provides leadership for the expansion, development, implementation, evaluation, and maintenance of the Quality Management plan
  • Develops the annual Quality Evaluation Plan for submission to Ontario Health and regulatory bodies, in collaboration with clinical and corporate leadership, Senior Leadership Team, Stem Cell Quality Committee and program staff
  • Makes recommendations for priorities related to quality, clinical risk and patient experience
  • Provides leadership and works with the team and other leaders internal and external to the organization, to build capacity for quality improvement tools and techniques, incident management, identifying and implementing initiatives that result in best practices and clinical outcomes
  • Manages and develops controlled critical service agreements biennially to ensure vendors continue to meet terms and conditions.
  • Manages validation and verification for processes and equipment to ensure fit for use, meeting FACT and Health Canada requirements.
  • Chairs the CMH & Cellular Therapy program quality meetings
  • Accountable to ensure that the CMH program’s Education and Compliance Quality Program is consistent with regulatory and accreditation expectations
  • Ensures orientation/training activities, training compliance, and FACT continuing education requirements have been met annually for all practitioners
  • Develops a comprehensive audit program to ensure ongoing compliance with standards and regulations
  • Participates in Ontario Health- Cancer Care Ontario (OH-CCO) Complex malignant hematology (CMH) provincial planning initiatives, pertaining to Stem Cell Transplant & Cellular Therapy
  • Manages relationships by demonstrating strong interpersonal and relationship skills in order to influence others to reach predefined quality expectations
  • Develops and maintains a communication network with other provincial stem cell transplant programs and Provincial quality peers that supports the quality program.
  • Analyzes data and research findings for implications regarding future planning
  • Manages and maintains all regulated and accredited activities relating to the provision of Stem Cell services, coordinates required submissions, reports, site visits and follow-up actions (e.g. FACT)
  • Develops and manages relationships to engage with other SCT & Cellular Therapy programs, regulators and accreditation bodies, government, and other appropriate agencies across the province
  • Leads all compliance inspections (e.g. Health Canada, FACT)
  • Keeps up to date with Hematopoietic Cell Transplant Regulatory and Accreditation requirements
  • Establishes and maintains systems to review, modify, and approve all policies and Standard Operating Procedures intended to monitor compliance with regulations, performance of the SCT & Cellular Therapy programs, and ensure consistency with actual practice.
  • Maintains all Accreditation and Ministry documentation
  • Leads the development of program planning, including business cases and assists in Request for Purchase (RFP) process for vendor selection and contractual agreements
  • Functions in a project lead capacity including joint accountability for the business day to day direction of program expansion, makes project lead level decisions in conjunction with the CMH Program Manager
  • Manages unpredicted changes related to internal and external drivers, dependencies and constraints
  • Serves on or Chair Program, Corporate, Provincial, National or OH-CCO committees as requested or as guided by professional interest.
  • Provides recommendations related to patient safety incidents (stem cell) Researches and provides recommendations on the development of policy/SOPs procedures affecting patient safety and quality
  • Leads activities aimed at improving stem cell program quality through coaching, and mentoring
  • Other duties as assigned
