Working as a consultant for the Washington Metropolitan Area Transit Authority (WMATA), the Quality Manager (QM) will serve under the direction of the Communications & Signaling (COSI) Department’s Process Governance function to maintain a degree of separation and objectivity from the individual COSI project teams. The Quality Manager is responsible for the development, direction, administration, monitoring, and coordination of the Quality Assurance/Quality Control (QA/QC) Program Plan for specific transit project(s), and in coordination with representatives from our WMATA’s Office of Quality Assurance, Internal Compliance & Oversight (QICO). The COSI QM specifically handles the planning, development, and controlling of major quality aspects across multiple project(s) with multiple task managers (TM) and provides oversight over the various COSI contractors’ quality programs. This position requires an effective team leader who can mentor project team members and foster a working environment where a culturally diverse project staff can work together to deliver the project safely and with an exceptional degree of quality.

QUALIFICATIONS AND PREFERRED EXPERIENCE

  • A minimum of a bachelor’s degree in engineering or a related field, plus a minimum of five (5) years demonstratable experience in quality control and/or construction safety with a minimum of one (1) year out of five shall be in the transportation industry or large-scale construction sector.
  • Three (3) years of experience conducting quality assurance audits and surveillance of engineering design and construction activities.
  • Demonstrated QA/QC experience on rail transit projects, preferably on Communications and Rail Signaling Systems, and in a fast-paced engineering environment.
  • Excellent verbal/written communication skills, and strong technical writing skills.
  • Proficient in MS Office Suite, AutoCAD, and PROCORE.
  • Knowledge of ISO 9000 quality standards and its application to planning, design, and construction.
  • Certified Manager of Quality/Organizational Excellence (CMQ/OE) Certification or Certified Quality Engineer (CQE) Certification is preferred.

Responsibilities:

  • Develop project related quality concepts and recommended solutions for the COSI project teams, as well as complete project quality reports, and other tasks as assigned by the TM.
  • Establish key performance quality indices for all aspects of the COSI quality program.
  • Issue non-conformances to contractors on incorrect construction methods or materials found during audit, inspection, or surveillance.
  • Work directly with QICO to ensure client and federal requirements are being met.
  • Maintain and monitor the performance of the project against the KPIs established for PQP and provide weekly reports to the TM.
  • Work constructively with members of the COSI project team to resolve project quality related issues and provide quality improvement recommendations to key staff members.
  • Conduct audits of manufacturers, suppliers, installation contractors, systems integration, and acceptance testing, as assigned by COSI.
  • Review and accept quality program submittals for compliance, as required by contract documents.
  • Attend or conduct project quality meetings with each discipline involved, as needed, to ensure effective project control.
  • Arrange and conduct job site conferences with technical consultants, engineers, architects, and subcontractors to review project requirements and clarify or resolve any questions or problems prior to commencing work.
  • Perform inspections of building and facility projects to determine the quality of workmanship and materials used, such as foundations, electrical, plumbing, and mechanical systems, and make sure these conform to the contract documents and applicable state and federal codes and requirements.
  • Approve or reject construction and/or project materials based on conformance with specifications.
  • Prepare inspection reports on the quality of materials and workmanship entering into construction and/or the project.
  • Prepare project-related correspondence for consultants, contractors, WMATA officials, and other agencies.
  • Must be “on-call” on a 24/7 basis.
  • Perform other tasks assigned by the TM.
