Description:

The role of the Quality Manager is to undertake the following overall responsibilities:

  • Ensure that processes needed for the Quality Management System (QMS) are established, implemented, and maintained in all CosmeSurge units.
  • Report to the CS Management and Corporate Quality team on the performance of the QMS and any need for improvement.
  • Ensure the promotion of awareness of customer requirements throughout the organization.
  • Liaise with the external assessment body on all matters related to the external accreditation process.
  • Collaborate effectively with the Management in setting the hospital/clinic’s direction with corporate planning and strategy formulation.
  • Assume an active role in facilitating the implementation of the hospital/clinic’s quality management system.
  • Facilitate the planning of the update and implementation of the quality management system.
  • Conduct periodic organizational review and recommends amendments when deemed necessary.
  • On regular basis, Review, document, update and amends the quality management system.
  • Handle the review of policy and procedures with concerned department heads in a timely manner.
  • Endorse approval of new and revised procedures to the hospital/clinic operations team in a timely manner.
  • Plan for the certification and re-certification of the hospital/clinic’s quality management system in compliance to JCIA requirements and other accreditations.
  • Coordinates improvement activities for successful accrediting, licensing, and certification surveys (e.g., DHA, DOH, MOH, JAWDA, OSHAD, CAP, JCIA, ISO, etc.)
  • Supervises and evaluates Joint Commission International (JCI) – related tasks and activities in the hospital/clinic.
  • Plan and organize the conduct of internal quality auditing activities in the hospital/clinic on a regular basis.
  • Assume the role of the Lead Auditor and recommends approval of the overall audit plan to the Management.
  • Facilitate the conduct of opening and closing meetings.
  • Ensure that non-compliances and observations are addressed and closed through corrective and preventive actions. Recommends action plans to the Management.
  • Take part effectively in monitoring the implementation of continual improvement activities based on requirements of the quality management system.
  • Collaborate with the hospital/clinic’s certifying body for the conduct of the periodic external site visits.
  • Mobilize the internal quality auditors in managing pre-audit activities as well as the actual implementation other audit.
  • Ensure the external audit findings are closed within the specified period.
  • Plan and organizes the conduct of appropriate quality-related courses.
  • Liaise effectively with the external training consultants and / or the HR department to conduct specific courses relevant to the implementation of the hospital/clinic’s quality management system.
  • Recommend the attendance of selected staff to external quality courses, meetings, and conferences.
  • Coordinate the scheduling of the external quality audit and ensure all head of the departments and staff are informed of the audit.
  • Develops and administers the quality education process formulating quality improvement programs for employees.
  • Recommends quality tools and techniques to be used in measuring the hospital/clinic’s quality performance and variations; and solving quality problems.
  • Actively participates in committee meetings on a monthly basis or more frequently if needed, and contributes ideas for improving quality, efficiency, productivity and patient satisfaction.
  • Acts as a liaison between clinical and administrative departments on quality and patient safety matters.
  • Identifies through the analysis process a summary of issues and/or policies that have the potential to negatively impact clinical outcomes and/or the delivery of quality healthcare.
  • Works with Medical staff to develop appropriate action plans to improve quality of health care delivery.
  • Ensures that goals and objectives of the Quality Improvement Program is in line with the hospital/clinic’s mission and goals.
  • Assists in the development of improvement plans with department/unit managers and supervisors in response to identified deficiencies.
  • Maintains documentation related to oversight including schedules/calendars of audits and monitoring activities, and electronic and/or paper copies of audits and follow-up activities.
  • Exercise good judgment and maintain confidentiality in maintaining critical and sensitive information, records, and reports.

Bachelor’s Degree in any Healthcare Discipline; Post-Graduate Degree in Healthcare Management or Quality Management is an advantage; CPHQ - Certified Professional in Healthcare Quality (Preferable)
6 to 8 years of experience in Quality department with at least 2 years in a managerial role; exposure in a hospital setup is preferable with a working background on DHA, DOH, MOH, JCIA and ISO systems and internal quality auditing or similar quality systems
