Quantity Surveyor - RQ1255614
Belfast City Council is seeking a dedicated and skilled Quantity Surveyor to join their dynamic Legal and Civic Services team. As a Quantity Surveyor, you will play a crucial role in providing a comprehensive range of quantity surveying services, ensuring the efficient management of resources, and contributing to the success of their projects.
Your Duties:

Reporting to the Property Officer (Quantity Surveying), the Quantity Surveyor will be responsible for:

  • Preparation of contract documentation.
  • Evaluation of tenders and quotations.
  • Development of interim valuations, costing variations, and final accounts.
  • Coordination and monitoring of budget estimates.

Summary of Responsibilities and Personal Duties:

The successful candidate will:

  • Plan, deploy, and manage allocated resources effectively.
  • Represent the Property Officer (Quantity Surveying) as required.
  • Liaise with external consultants and assist in their management.
  • Develop and monitor maintenance programs and associated budgets.
  • Develop bills of quantities and measure work on-site.
  • Assist in feasibility studies, budget estimates, and cost planning.
  • Establish and maintain lists of building subcontractors.
  • Assist in procurement documentation development and tender evaluation.
  • Measure completed work on-site and prepare valuations and accounts.
  • Implement performance management processes for assigned staff.
  • Provide expert advice on cost-control and quantity-surveying issues.
  • Produce statistical information to facilitate unit management.
  • Participate in condition surveys and project teams.
  • Motivate and manage assigned staff effectively.

Your Profile:

Essential Criteria:

  • Third level qualification in Quantity Surveying or equivalent.

Minimum of one year’s relevant experience in three of the following areas:

  • Bills of quantities and schedules preparation.
  • Budget and cost plans preparation.
  • Progress and final payments valuation.
  • Tender and contract documents preparation.
  • Tenders and quotations analysis and evaluation.
  • Ability to prioritize, allocate work effectively, and forward-plan.
  • Demonstrable financial awareness and budget monitoring skills.
  • Proficiency in standard and specialist software applications.
  • Understanding of working to set performance indicators.
  • Bias for action and ability to work independently and as part of a team.

Short-listing Criteria:

  • Demonstrated experience in each of the five aforementioned areas
  • Minimum of one year’s experience in measured term contracting and building schedule of rates application.
