DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health, using grant funds from the Centers for Disease Control and Prevention (CDC). Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.
The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but work will be supervised by DOHMH. This is a grant-funded position ending in November 2027.
The Office of Emergency Preparedness and Response (OEPR) was created to promote DOHMH’s and NYC’s ability to prevent, prepare for, respond to, and recover from health emergencies. OEPR is responsible for coordinating agency-wide emergency preparedness planning, exercises and training, evaluation of incident response as well as coordinating with community stakeholders and city, state, and federal partners on public health emergency planning and response. OEPR operations include but are not limited to surveillance & epidemiological investigations; lab testing; engaging and providing guidance to healthcare partners; ensuring the safety & health of responders; providing timely and accurate information to the public; and promoting the emotional health of New Yorkers. The Office of the Deputy Commissioner provides leadership and coordination across the Division, in addition to overseeing key special projects that have office-wide impact.

JOB DESCRIPTION:

DOHMH has an opening for a Racial Equity and Social Justice Senior Manager. Reporting to the Senior Advisor of Racial Equity and Social Justice, this position will play a central role in addressing the racial inequities and support the process of operationalizing racial equity in emergency preparedness and response – which includes projects within the Office of Emergency Preparedness and Response and projects that impact agency-wide operations. This role will primarily engage with staff from the Office of Emergency Preparedness and Response and other members of the agency. This role will collaborate with the Senior Advisor to implement a comprehensive and interdisciplinary portfolio of racial equity and social justice programs and initiatives.

QUALIFICATIONS:

  • Advanced graduate degree, preferably Master of Public Health or Public Administration
  • 3-5 years of experience in project management and program development within the fields of health equity, public health, racial justice.
  • Experience influencing and managing change in large organizations and institutions.
  • Deep understanding of how systems of oppression and white supremacy and anti-Blackness drive health inequities.
  • Experience in training, coaching, and facilitation and ability to facilitate difficult conversations.
  • Strong project management skills and experience in collaborating across many different stakeholders.
  • Outstanding interpersonal and oral and written communication skills.
  • A high degree of independence, flexibility, initiative, and commitment.
  • Ability to collaborate effectively in a team.
  • Salary - $95,000 - $95,000

Responsibilities:

SUPPORT THE IMPLEMENTATION OF A RACIAL EQUITY & SOCIAL JUSTICE STRATEGY IN THE DIVISION:Support the Senior Advisor of Racial Equity & Social Justice with the entire programming of initiatives through strategy development and project management to achieve the mandate and mission of the team’s goals and priorities.

  • Assist in the creation of a technical assistance program to support OEPR staff in planning and developing equitable project goals. Provide technical assistance through coaching sessions, facilitating trainings to teams and units, and serving as a consultant to OEPR staff to provide recommendations and strategies to advance and operationalize racial equity & social justice.
  • Provide project management support to learning & development events which include trainings, panels, and other touch points with OEPR staff to build an anti-racist culture and the technical skills and capacity of the division to operationalize racial equity.
  • Lead the development of materials for internal and external stakeholders to educate staff on the importance of racial and social justice within emergency preparedness & response, including sending a bi-weekly newsletter to the division, creating case studies to capture divisional success, identifying opportunities for submitting abstracts to conferences, manuals, and journals and submitting to requests for proposals.
  • Co-lead the creation of guides and tools to provide a roadmap to staff on how to operationalize racial equity and social justice.
  • Manage the internal knowledge management of all racial equity and social justice content, including maintaining a Microsoft Teams site for collaboration and sharing resources.
