Description:

Refugee Health Promotion Coordinator
Program Specific Responsibilities
a. Provides oversight of the Refugee Health Promotion program that aligns with the strategic plan developed by the department.
b. Manage the Refugee Health Promotion formula funding, including oversight of all sub-awards and contracts.
c. Build capacity using approaches that are client-centered, trauma-informed, strengths-based, and culturally and linguistically appropriate. Ensure that subrecipients will uphold these approaches in their grant-funded work.
d. Plan and coordinate health and wellness activities in all resettlement sites statewide and maintain relationships with partners in each site.
e. Develop programming that includes but is not limited to, health education classes, health outreach to individuals, medical and mental health navigation and support, including peer adjustment groups, or peer support meetings.
f. Convene providers administering the mental health screener and cultivate a competent mental health referral network in each resettlement community.
g. Continually research evidence-based programs to inform grant-funded approaches in promoting refugee health and wellness. This includes consulting best practices identified by SAMSHA and ORR technical assistance providers.
h. Provide support to the Statewide Case Management Coordinator in the implementation of the Motivational Interviewing (MI) evaluation plan including logistical support to the MI Community of Practice in Kentucky.
i. In collaboration with the Statewide Case Management Coordinator builds N-648 waiver capacity among health care professionals through training and maintaining a database of providers.
j. Work in collaboration with the Policy and Procedure Specialist in the development of policies and procedures related to funded programs.
k. In collaboration with the Monitoring and Evaluation Team, incorporate direct client feedback into program monitoring and evaluation plans.
l. Convene the Annual Kentucky Health and Wellness conference in collaboration with the State Refugee Health Coordinator.
m. Represent KOR for required quarterly consultation with the resettlement agencies for Preferred Communities funding available through their National Resettlement agency.
n. The RHPC will manage health and wellness programs and initiatives through other funding streams managed by KOR as assigned by the SRHC.
2. General Program Responsibilities
a. Develop Request for Proposals (RFP) to include the scope work, performance outcomes, funding availability and timelines or determine formula allocations in coordination with the SRHC.
b. Develop and review of subrecipient work plans and budgets, performance indicators and contract deliverables for assigned grant programs.
c. Review and approve program reports submitted by sub-recipient agencies and provide technical assistance to ensure that grant activities are consistent with overall goals and original project proposals.
d. Maintain regular communication with sub-recipient agencies, including ongoing training and peer learning opportunities.
e. Identify areas for coordination and collaboration between sub-recipients and other direct service providers to ensure non-duplication of services and efficient and effective use of funding.
f. Adhere to KOR’s annual monitoring and evaluation plan as it pertains to assigned grants and programs.
g. Collaborate with the Monitoring and Evaluation teams to develop and continually modify monitoring and evaluation tools for assigned programs.
h. Regularly use ClientTrack, KOR’s statewide database, to monitor sub-recipient activities and performance.
i. Consistently collaborate with other KOR program staff to ensure consistency in program design and implementation.
j. Provide support to private sponsorship groups as needed.
3. Administrative Responsibilities
a. Responsible for semi-annual program reports, monitoring reports and fulfilling all other administrative requirements of grants.
b. Consistent data monitoring and follow-up with subrecipients in coordination with monitoring and evaluation team members.
c. Maintain constant communication with the SRHC with regards to program strategy, M& E plans, issues and concerns, program successes and challenges, technical assistance needs, etc.
d. Communicate consistently with the finance team and monitor and compliance specialists in regard to administrative budgets as well as the budgets and expenditures of subrecipients.
e. Will be required to keep time and activity logs and charge time to appropriate grants.
f. Other duties as assigned.

EDUCATION AND EXPERIENCE:

Direct social service experience is required for this position; direct experience with refugees is preferred. An advanced degree is preferred for this position, which may include: Master’s in Public Health, Community Health Education, Health Psychology, Social Work or advanced degree in a related behavioral science field with a minimum of 2 years of experience. A Bachelor’s degree in Public Health Education, Community Health Education or related behavioral science, with a minimum of 4 years of experience planning, developing and implementing behavioral health projects or addressing issues of health access is required. Experience in grant writing and grants management is preferred. Knowledge or experience with Community Health Workers (CHWs) preferred.
Strong preference for candidates with experience working with international populations. Candidates with strong verbal and communication skills, and sensitivity to cultural/religious beliefs and practices with regards to health care are also preferred.
