EDUCATION:

  • High School Diploma or GED required.
  • Bachelor’s degree in behavioral sciences, human services, or social service fields preferred.

EXPERIENCE:

  • Must have at least 3 years of experience working with refugee or migrant populations and have basic understanding of resettlement best practices, or quality assurance or compliance.
  • Understanding of fundamental client management techniques including determining eligibility, assessing needs, identifying resources, making referrals, and conducting follow-ups.
  • English fluency required. Fluency in one of the following languages is preferred: Dari, Pashto, Spanish, Swahili, or French
    ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined in the employer’s sole discretion.
    LICENSES: Driver’s License with clear record.
    VEHICLE: Must have daily use of a vehicle without prior notice. Up to 75% of travel required (local travel within the City of Austin)
    OTHER: Primarily Remote – the Remote Case Manager must be able to work from home in a virtual capacity and must be 21 years or older. Must be available and willing to travel to various locations and with such frequency as the business need dictates. Operational needs may require occasional evenings or weekend supervision. Must not pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others.

ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES:

COMMUNICATION: Ability to communicate clearly and effectively via oral or written means. Ability to present a friendly and positive demeanor to parents, school personnel, licensing, staff and the general public. Ability to make oral presentations. Excellent interpersonal skills, including good communication skills, listening skills, and attitude.
COMPOSURE: Ability to remain calm and maintain self-control in the midst of difficult circumstances and emergencies. Ability to respond in a professional manner in all situations.
DECISION MAKING: Ability to set work priorities and to evaluate and create solutions to work-related problems. Ability to think analytically and evaluate the impact of decisions. Strong level of confidentiality due to sensitivity of materials and information handled.
ORGANIZATION: Ability to plan ahead several months to a year. Ability to keep various on-going projects organized and files maintained accurately. Above normal levels of concentration and memory required. Requires good time management practices and the ability to meet multiple deadlines.
COMPUTER: Intermediate proficiency in Microsoft Office products and Google tools.
PLANNING: Ability to think long term; up to one year in advance. Knowledge of project management processes and best practices. Ability to prioritize different projects and work independently, be self-directed and flexible.

TRAINING REQUIREMENTS:

Orientation: MS-OST and program specific training

PHYSICAL REQUIREMENTS:

Constant – Ability to communicate with management, staff and clients over the telephone and in person.
Constant – Ability to input data into computer, make calculations, complete paperwork, and produce reports.

Responsibilities:

JOB PURPOSE:

The Department of State’s Reception and Placement program provides assistance for refugees to settle in the United States. It supplies resettlement agencies a one-time sum per refugee to assist with meeting expenses during a refugee’s first three months in the United States.
The Refugee Resettlement Program Manager is responsible for overseeing and coordinating the delivery of high-quality services to newly arrived refugees in the Austin, TX area. The Program Manager ensures that program activities comply with federal guidelines and organizational processes and manages a team of caseworkers. The Program Manager also collaborates with community partners to provide comprehensive support to refugees.

ESSENTIAL JOB RESPONSIBILITIES:

  • Ensure the R&P program operates in compliance with federal, state, and organizational guidelines and requirements.
  • Implement program policies and procedures.
  • Monitor and evaluate program performance, making adjustments as necessary to improve service delivery and outcomes.
  • Ensure timely and effective case management for all clients, addressing their unique needs and promoting self-sufficiency.
  • Coordinate with health, employment, education, and other service providers to facilitate comprehensive support for refugees.
  • Oversee the provision of core services, including housing, food, clothing, orientation, and other essential services during the initial resettlement period.
  • Complete timely reports as required.
  • Train and supervise a team of R&P caseworkers, fostering a collaborative and effective team environment, and provide ongoing professional development support and performance evaluations.
  • Build and maintain relationships with community organizations, local businesses, faith-based groups, and other stakeholders to support refugee integration.
  • Represent the organization and the R&P program in community meetings, coalitions, and events.
  • Advocate for refugee needs and promote public awareness about refugee resettlement issues.
  • Other duties as assigned.
