We are currently looking to fill a Full Time opportunity for a Regional PPH Maternal/Child Health Leader located in Surrey, BC.
The Regional Population & Public Health (PPH) Maternal/Child Health Leader is accountable for developing, planning and evaluating PPH maternal/child health strategic and service plans, promotional and educational strategies throughout Fraser Health.

QUALIFICATIONS:

Master’s Degree in Nursing, Science, Public Health, Marketing or in a relevant discipline plus seven (7) to ten (10) years of recent, related experience in the field of public health and health promotion or an equivalent combination of education, training and experience.

  • Ability to synthesize evidence into effective presentations and actionable recommendations for broad range of audience.
  • Knowledge of social determinants of health and their impact on health outcomes.
  • Comprehensive knowledge of community development process, marketing strategies, and communication, education and behaviour theories.
  • Demonstrated ability to provide progressive and innovative approaches to service delivery and program issues.
  • Demonstrated change, project management and project planning abilities.
  • Ability in utilizing communication, marketing, behaviour and education theories to facilitate and coordinate planning, development and implementation of provincial promotion activities and events.
  • Ability in utilizing appropriate promotion planning tools and health behaviour change models to plan relevant programming and make effective and efficient use of limited resources.
  • Ability in utilizing print, audio-visual materials and media resources to reach intended audiences with appropriate promotion messaging.
  • Demonstrated knowledge of research methodology, practices and techniques.
  • Experience in developing grant applications.

Responsibilities:

The Regional Population & Public Health (PPH) Maternal/Child Health Leader is accountable for developing, planning and evaluating PPH maternal/child health strategic and service plans, promotional and educational strategies throughout Fraser Health (FH). Provides evidence-based consultation in program development and systems improvement. Provides leadership in developing and strengthening core maternal/child health competencies amongst all PPH maternal/child health providers other FH staff and community partners. Collaborates with key partners including but not limited to Perinatal Services BC, Ministry of Health Services (MOHS), Child Health BC, Divisions of Family Practice, Midwives of BC, Fraser Health Maternal/Infant/Child/Youth program to promote Maternal/Child health and develop partnerships with other provinces/territories, non-governmental organizations and coalitions to build capacity and achieve organizational goals for FH.

Responsibilities:

  • Leads and promotes maternal/child health across PPH by conducting systems analysis, developing outreach strategies, and recommending policy and practice changes. Provides advice, guidance and direction both internally and externally for the successful implementation of PPH’s Maternal/Child Health goals and strategies.
  • Conducts research and evaluations, including surveys and focus groups, to benchmark and measure the strategic planning, project development and effectiveness of the PPH’s Maternal/Child Health strategies.
  • Develops systems level support that enables health care providers such as physicians, nurses, and others to employ population health theories, best practices and tools to achieve operational priorities in the PPH Maternal/Child program.
  • Ensures PPH staff working within the Maternal/Child Health program are aware and understand the MOH’s maternal/child health performance measures, goals and objectives through established networks of communication.
  • Identifies and responds to incidents and emerging issues with background information and messaging; develops strategic branding and messaging with various stakeholders including government, foundations, community groups, private industry, and the public.
  • Writes grant proposals; in collaboration with leadership, coordinates consultants/contractors and develops effective measurement systems to ensure project deliverables and timelines are met within existing budgets.
  • Manages budget for health promotion projects; performs variance analysis to ensure expenditures are within budget projections; undertakes appropriate corrective action, as required.
  • Monitors and analyzes trends and opportunities related to maternal/child health across country and internationally.
  • Leads and/or participates on various internal and external committees, as required. Provides consultation on the effective use of PPH Maternal/child health strategies for various population groups.
