Overview / Purpose of the position
To ensure the assigned regional business obtains and maintains accreditation with appropriate Accreditation Bodies, providing the ability and reputational status for the business to trade with its clients globally.
To ensure that the business has, and effectively utilises, the global management system for assurance business. The oversight program at country and regional levels is implemented effectively to ensure BSI governance, risk and compliance framework is fully adhered. This includes impartial reporting responsibility to the Global Technical & Compliance Director.
Under the governance of the Global Technical & Compliance Director, lead the technical and compliance functions in the assigned region.

Responsibilities & Accountabilities

  • Coordinate with Regional Management Team to ensure country applies and operates governance, risk, and compliance frameworks, in line with BSI Group and Group Functional requirements.
  • Manage the Risk Profile across the regional assurance business, consolidating regional risks, while being cognisant of risks within the Assurance Streams that may affect the region
  • Support the Global Technical & Compliance central function to develop, communicate, disseminate and ensure effective implementation of the global management system, global policies, procedures and tools in the region; challenge status quote to ensure BSI values, integrity and competitiveness in the market for managing assurance businesses
  • Build and develop technical and compliance expertise in the region to
  • Conduct regular oversight on impartiality review results, certification operations, ISA operations and training operations
  • Conduct impartiality review on escalated opportunities
  • Escalate impartiality issues to Global Technical & Compliance Director in a timely manner (i.e. within 24 hours)
  • Work collaboratively with Head of Technical & Compliance Audit to ensure all planned audits are completed in accordance with the yearly technical and compliance audit program
  • Ensure bi-weekly governance meeting with Sales / Commercial and Operations functions on technical and compliance issues is implemented in country and regional levels. Maintain the records of all governance meeting
  • As owner of assigned Global Procedures, review & revise procedures and feedback or suggestions on the applicability of procedures, to identify hidden risks and improvement opportunities
  • Identify training needs and organize training interventions related to technical and compliance issues in the region
  • Support the Country Management to define and deploy local accreditation strategy to align with global accreditation strategy and meet local clients’ needs and country business strategies
  • Establish and maintain professional relationship between the assigned region and its accreditation bodies and / or scheme owners. Ensure all technical & compliance matters relevant to all assurance activities both accredited and non-accredited are effectively managed in the assigned region
  • Ensure collaboration and co-ordination with the Global Scheme Managers / Global Product Champions, and the Global Technical & Compliance central management team to ensure effective implementation of global policies, processes, procedures and systems in line with compliance and BSI requirements consistently, and fully optimal to utilise revenue generating opportunity
  • Ensure all regional internal & external audit findings, complaints and appeals are captured and managed utilizing Entropy
  • Coordinate the closure of external & internal audit findings within the allowable timelines with no overdue
  • Collate the regional assurance performance information for contributing to the global assurance management review
  • Establish and maintain appropriate links with external committees and forums where appropriate, coordinated with the businesses’ management team

Person Specification

  • Educated to degree level or equivalent with appropriate professional qualifications
  • Ability to communicate in Chinese (Mandarin) and work in English
  • Solid work experience in TIC industry with strong understanding of technical & compliance in conformity assessment environment, such as management system certification, product certification and verification and validation, and related compliance & legal risks and how these are embedded within certification business
  • Proven leadership skills with recognized ability to engage, collaborate and influence at all levels of management
  • Strong technical background is preferred, with knowledge of business processes
  • Analytical skills to provide assurance while making recommendations for value added process improvements
  • Demonstrable experience of working in a global and regional business environment, within the B2B, information products and/or or services sector
  • Proven track record of delivery in an international working environment with an additional appreciation of different culture
  • Open, transparent and collaborative with strong influencing skills Able to work with the regions, functions, streams and sectors to understand their needs, and to assist with their compliance requirements while helping to drive efficiency through process improvements
  • Strong credibility at both senior management and peer level with the ability to optimize
  • Excellent presentation and project management skills with ability to influence internal and external audiences
