We are currently looking for an enthusiastic Regulatory Analyst to join our Regulatory Team in Orange Belgium’s HQ in Evere.
Mission :
Within a given regulatory responsibility area, the Regulatory Analyst contributes to ensure positive evolution of and compliance with regulatory requirements by assisting in identifying, influencing, implementing and maintaining regulatory risks, opportunities and obligations, including supporting the team in litigation files when needed.
Regulatory projects strongly vary in scope & complexity (eg easy-switch, development reference offers, data retention requirements, emergency calls handling, combatting smishing, spoofing, … Regulatory affairs analyst has typically a project role as contributor to the definition of the project requirements.
Key responsibilities:

Across various regulatory domains, and in cooperation with mainly internal and ad hoc external stakeholders (regulators, competitors, sector organisations, Orange Group, lawyers,…), contribute to the regulatory team objectives by:

  • Identifying and assessing new regulatory risks and opportunities;
  • Contribute to the outcome of regulatory files by building case files, developing lobby material, gathering lobby material and developing convincing lobby (& presentation) material;
  • Assist in the timely and adequate implementation of regulatory framework changes
  • Surveilling compliance with regulatory requirements over time for new & existing services;
  • Assist to ensure timely & high quality handling of regulatory requests & consultations from internal and external stakeholders;
  • Contribute to provides adequate, reliable and customer-oriented advice to stakeholders on regulatory questions & concerns.

Profile:

  • University degree in law, business administration/economics, engineering or equivalent
  • Minimum 4 years experience in a regulatory affairs role, ideally within a telecoms operator or in a telecoms service provider environment,
  • Or a combination of in total 5 years or more than 3 years in competition law and regulation with more than 3 years in telecoms operator business experience
  • Technical : understanding at least basics of the functioning of mobile and fixed networks
  • Active listening, assertive (+ empathic) and convincing written and spoken communication skills
  • Able to build good working relationships, internally as well externally (regulators, sector platforms)
  • Ability to contribute to identify, propose and defend common creative & innovative positions (even with/between competitors)
  • Integrate easily & actively participate in dynamic and variable teams (internally & externally)
  • Precise & accurate in speaking, writing, developing presentations, …
  • Languages : Fluent in English, French, Dutch (understand, read, write, speak).
