Job Description

POSITION SUMMARY

Provide technical, analytical, and data services required to support the research, evaluation and planning requirement of the Social and Community Services Division. The position will facilitate, network and collaborate on research and evaluation projects with both internal and external community stakeholders. Using techniques ranging from surveys and focus groups to statistical analysis and data mining, the position focus will support answers to evaluation/research questions.
Perform all other duties and responsibilities relating to data gathering and analysis including the preparation, evaluation, assessment, analysis and interpretation of statistical, demographic and other data for the Division. Enable broader collection and mobilization of quantitative and qualitative data analysis for planning purposes by formulating research/evaluation frameworks, along with methods and technology for data gathering, data management, analysis, reporting and dissemination.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION

  • A three (3) year college Diploma or University Degree and a Post-grad Community College diploma in Analytical Research or equivalent (e.g. Georgian College Research Analyst Program).

Technical Skills:

  • Technical knowledge of computer hardware and software set-up and configuration.
  • Knowledge of standard statistical software packages (i.e., SPSS).
  • Proficiency in query and analysis of statistical data and demographic and social data.
  • Designing, developing and maintaining complex databases/spreadsheets.
  • Excellent understanding of research, data analysis, and evaluation concepts.
  • Experience with website content development
  • Excellent understanding of the operation of standard office software including Word, Excel and PowerPoint.
  • Demonstrated competency in research methodologies and tools (e.g. surveys, focus group).

Communication Skills:

  • Strong verbal and written communication skills to facilitate working with project partners in both meetings and individually to ensure needs are met.
  • Ability to work in teams.
  • Demonstrated ability to present research data and outcomes to a variety of audiences including internal and external stakeholders.
  • Academic training and work experience in the analysis, conversion, and reporting of statistical data.
  • Ability to schedule personal activities to achieve production targets.
  • Criminal reference check with vulnerable sector clearance.

EXPERIENCE

  • Minimum two (2) years of related work experience; or, an acceptable combination of education and experience.
  • Project management experience would be considered and asset.
  • Knowledge of contemporary social research and evaluation methods, including experience interpreting and reporting statistical, demographic and socio-economic data, and reporting on research results.

Responsibilities:

  1. Provide comprehensive analysis, research, data and reports in support of policy development and strategic directions.
  2. Identify and develop data metrics and evaluate additional data sources and develop methods to merge with core database architecture.
  3. Work with County GIS staff to identify, integrate and enhance the use of social data, spatial and statistical analysis, reporting and display of data using GIS tools.
  4. Ensure local stakeholders and networks requirements are met with regards to identifying local data needs, training, access and availability. Examples include facilitating the local Community Data Program (CDP) through the Simcoe County Data Consortium, developing population measures through tools like the Early Development Instrument (EDI), coordinating the local Homeless Individuals and Families Information System (HIFIS) and training, and/or other program measures for planning purposes.
  5. Assist in the facilitation and administration of program research/evaluation initiatives headed up by the Social and Community Services Division. (Examples include maintaining detailed database information and retention of statistical information for the purpose of program and evaluation analysis, reporting, and presentation.
  6. Support and coordinate meetings and training requirements with member stakeholders and networks in order to respond to their need for data and analysis. Examples include HIFIS, the Simcoe County Data Consortium, the EDI, and others as required.
  7. Participate in national, provincial and/or regional meetings as a local content expert regarding data analysis services as required.
  8. Provide support and training to staff in the recording, monitoring and reporting of data for programs and services, and establish, maintain and produce complex databases/spreadsheets.
  9. Provide literature searches, synthesis and analysis of research and data reports, interpretation of legislation, explanation of complex research and data issues and terminology, and provide evidence-inform decision-making support for social planning initiatives.
  10. Participate as a resource support on committees, work groups and task forces as assigned by management.
  11. Work with internal and external community stakeholders to identify, develop and implement data processes and methodology to support research and evaluation projects.
  12. Respond to data inquiries and resolves data concerns as appropriate, from both internal and external stakeholders.
  13. Is accountable for maintaining quality, accuracy and integrity of research methodology when providing analysis and reporting and informing internal and external stakeholders regarding research best practices.
  14. Comply with Provincial and County of Simcoe occupational health and safety legislation, regulations, policies and procedures.
  15. Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.
  16. Perform other duties as assigned.
