The Disaster Financial Recovery and Reconciliation Office coordinates with all State departments performing disaster response activities for the purposes of cost tracking, identifying funding needs, and maximizing federal reimbursements.
About the job: Under general supervision of the Staff Services Manager III, the Financial Recovery and Reconciliation Analyst (Research Data Analyst II) performs analytical tasks for the Cost Recovery and Reimbursements Unit. Coordinates with all state departments performing activities during disasters for the purposes of cost tracking, data analysis, and validation in coordination with the SOC and Department of Finance’s new Federal Stimulus Funds Tracking, Reporting, and Disaster Cost Recovery.

Responsibilities:

  • Coordinates directly with assigned state agencies to coordinate, gather, and track disaster response costs.
  • Performs research, analytical studies, and collaborate with Cal OES IT unit to create a comprehensive database tracking and data storage system.
  • Conducts testing new functionalities developed in FI$Cal to ensure they function accurately before rolling out statewide.
  • Assists state departments in identifying funding source available to enable them to continue their immediate response activities during disaster events.
  • Operates with Department of Finance to assist state departments to secure immediate supplemental funding to pay disaster upfront costs.
  • Analyze and review disaster cost reports to verify the data submitted by state department is accurate and reflects the activities being completed in response efforts. Identify any discrepancies or data that could be sensitive. Follow up with state departments to resolve any discrepancies.
  • Identify any gaps in information collected. Analyze to determine the benefit of collecting the data. Brief sensitive data and concerns to management and provide recommendations on any changes to data collection.
  • Using projections based on Recovery unit reports and prior year data, coordinate with the Department of Finance to refine assumptions based on the budget timeline.
  • Recommends and provides guidance to other state agencies/departments for supplemental funding eligibility on disaster costs.
  • Conducts trainings to state agencies/departments to accurately capture disaster cost on Smartsheet or any other cost tracking system.
  • Assists state agencies/departments to maximize federal reimbursements on major Presidential declared disaster events.
  • Collaborates with Cal OES Recovery Directorate to conduct outreach to state departments/agencies to apply for FEMA disaster grant and provide guidance on documentation needed for FEMA reimbursements.

    Working Conditions
    Hybrid Telework: This position is eligible for a hybrid work schedule which includes up to two days of remote work per week. Additional in office days may be required based on the business need. Main office located in Mather, CA.
