Description:

Under the direction of a Senior Transportation Surveyor in the Office of Data Management, GIS Services Branch, the incumbent serves as a principal District staff person possessing practical knowledge in the techniques and methodologies utilized in Geographic Information Systems (GIS). In an expert capacity, the incumbent will perform complex research involving geospatial analysis and geospatial database management in support of the Right of Way Records & GIS Branch’s responsibilities to provide analytical data and mapping using GIS and CADD applications for various Caltrans project development, asset management, and information delivery needs.
As a key, principal lead for the continued development and management of D4 Division of Right of Way & Land Surveys enterprise server and software solutions, enterprise data, and the complex and technical development of tools to address specific business intelligence needs, the incumbent is responsible for establishing and maintaining the infrastructure, framework and suite of business intelligence (BI) dashboards, visualizations, geospatial information system (GIS), and data products to support infrastructure investment decisions for assets, needs, projects and programs. The incumbent is the technical lead on server and website development of BI and GIS tools and development of scripts to automate data connections to these tools.
Eligibility for hire may be determined by your score on the Research Data Specialist III Exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Minimum Qualifications
Education
Incumbents must possess 12 semester or 18 quarter units course work in any combination of a data driven research-related field, such as economics, mathematics, psychology, sociology, demography, geography, anthropology, statistics, data science or a research-related field. This must include at least one course in statistical methods; and
Equivalent to graduation from an accredited college with a bachelor’s degree.
Experience:
Either I One year of experience in the California state civil service performing data research-oriented duties at a level of responsibility equivalent to that of a Research Data Specialist II; or
II Six years of progressively responsible quantitative and qualitative data research experience engaged in the collection, compilation, analysis, and interpretation of data. (Experience applied toward this requirement must include one year of experience performing duties at a level of responsibility equivalent to a Research Data Specialist II.)
