Description:
Responsibilities:
- Support Resident Manager in the liaising between FEED contractor (Oversea) and Core team residing in Base refinery. Focusing on Project Execution, Project Control, Modular design and Construction Scope. Reside in Engineering Contractor office through-out FEED activities and EPC bridging, if necessary.
- Support Resident Manager in provide biweekly report to PM on status of FEED.
- Ensure good communication between Engineering Contractor office, HVEC office and Core Team.
- Report to the project manager on project status and any issues on Engineering Contractor’s performance and resource loading.
- Monitor the performance of the Engineering Contractors and work with Engineering Contractor management to rectify any shortfall.
- Work with Engineering Contractors on any urgent needs, engineering clarification with Project Core Team and base refinery. All information and decision for the project shall be through the Project Core Team.
- Support all interface issue between sites and also interface between engineering contractor and Core Team. Support Engineering Contractor on reviewing on the quality of the project deliverables and engineering studies before issuing the project core team.
- Plan, Organise and Support any Project Assurance events, including logistic, schedule, agenda, etc, that will be held in Engineering Contractor offices and coordinate with the engineering contractors personnel for their support if the assurance is held out of their country.
- Ensure that the engineering contractors are well prepared for any project assurance events and met the project assurance objectives.
- Liaise with Project Core Team to ensure engineering contractors follow up with the closure of any action items.
- Liaise with Engineering Contractor’s management to ensure adequate resources are loaded and prioritise to support project progress.
- Ensure FEED timeline is conformed to and any lagging in schedule shall be raised and acted on to recover any lag.
- Ensure that all the scope of work awarded to the Engineering Contractor are completed with quality.
- Review any change request raised by engineering contractor and report to PM on the justification of the change request.
- Support the Project Team to ensure EPC scope (especially system completion, construction scope, etc) and expectation from the PMT Core Team are taken into consideration and included in th EPC conversion proposal, which is to be submitted at the end of the FEED.
