Job Description
An opportunity has arisen for the role of Civil Contingencies Officer within the collaborated Bedfordshire, Cambridgeshire and Hertfordshire Civil Contingencies Unit.
The role is based at Halsey Road Police Station in Kempston however the Post Holder will be expected to travel and work in different locations across the tri-force areas.
The role requires the individual to be highly motivated and work with minimal direct supervision.

The primary role of the post holder will be;

  • To collaborate at Senior Management Level, internally and within partner agencies.
  • To develop new and review existing Contingency Plans for the Forces embedding JESIP Principles.
  • To propose, promote, develop, and implement internal training and exercises in Major Incident Procedures and response.
  • Actively participate within Training & Exercise groups and processes.
  • To maintain the development of a robust Casualty Bureau function for the Force in liaison with the HOLMES Managers and Regional Casualty Bureau Co-ordinator.
  • Monitor all incidents that occur that include the activation of a relevant plan or process.
  • Monitor Major Incident Equipment held by individual Forces to ensure that the equipment is of a good standard.
  • Monitor and review the Mobile Telephony Privileged Access Scheme (MTPAS) issue of telephony within each Force.
  • To support the Business Continuity Officer.

Applicants will need to meet the following entry requirements;

  • A degree/diploma in Emergency and Disaster Management or completion of Cabinet Office Emergency Planning Courses (basic) would be of great advantage.
  • The role holder will require proven aptitude in written and verbal communications, including the ability to represent the Forces and to build and maintain effective working relationships with individuals at all levels and from diverse backgrounds. The role holder will be required to ‘lecture’ and ‘facilitate’ during Major Incident training sessions and exercising of plans.
  • The role holder will also be required to be ‘the voice of authority and knowledge’ in all aspects of emergency planning or response, whilst participating in multi-agency meetings, or in support of Strategic or Tactical Commanders during relevant incidents. They will also be required to ‘chair’ such meetings as necessary.
  • It is desirable that the role holder has previous experience of writing, implementing, and exercising Contingency plans, and has a good working knowledge of I.T. applications, being computer literate.
  • The role holder will be required to attend and successfully complete relevant training courses both internally and externally, as required.
  • The role holder should have a good knowledge and understanding of Police Command structures and organisation, and the principle of Integrated Emergency Management.
