JOB DESCRIPTION SUMMARY
The Resource Manager will be responsible for setting up a robust resource management process in the organization and lead forecasting, planning, fulfilment, recruiting for all Contingent Workers in consultation with APAC functional/project leaders. This role may further encompass other critical manpower needed to lead / support the project delivery.
QUALIFICATIONS/REQUIREMENTS:
- A Bachelors’ degree (Engineering or Construction Management and/or HRM); MBA wo
- Minimum 10 years of experience in the renewable energy/ power generation and/or construction industry
- Minimum 10-12 years in resource management or similar field operations related roles
- Blend of HR and field resource operations management experience gained from working on construction heavy projects will be a distinct advantage.
- Strong oral and written communication and persuasive skills, including executive level communication.
- Strong interpersonal and leadership skills
- Ability to take initiative and act independently and with good judgment, with little or no daily supervision or guidance.

- Strong problem-solving skills, pragmatism, and flexibility/resilience
- Ability to interact effectively with senior management and peers and all other levels of the organisation.

Responsibilities:
- Reporting to the Field Operations Leader APAC, the Resource Manager will work closely with the Project Directors/Managers and other Functional leaders to develop field resources plans for their respective projects based on future demands and current needs on projects under execution.
- Hold forecast review meetings with project /field operations managers and functional leaders.
- Set up a process to streamline fulfilment and onboarding process with the right stakeholders.
- Partner with Global Field Operations during new Project proposal Development in planning for Field resources with new recruitment and/or redeployment/sharing of internal pool.
- Work closely with country/project dedicated Functional leaders to develop field resource deployment plans on onshore wind projects.
- Ensure that all operations and resource allocations are in compliance with relevant legal and regulatory requirements. This includes staying up-to-date with changes in laws and regulations that may affect the organization’s operations.
- Set up cadence calls to address critical resourcing issues and recommend strategies for addressing resource shortages or gaps as wells to maximize resource utilisation.
- Closely collaborate with related functions to close resource gaps and support short term mitigation plans as well as long-term strategic functional hiring plans.
- Develop and maintain Technical Advisor and Commissioning deployment database across Projects in APAC
- Work closely with Sourcing team to build a pipeline of reliable agency partners with cost-effective and suitably experienced talent to fulfil contingent worker needs.
