Description:

Job Introduction

Retrofit London is seeking to drive system change across London’s retrofit agenda in order to deliver our member councils’ ambitious target to achieve EPC B by 2030. The programme manager will:

  • Lead three to four thematic workstreams contribute towards the overall successful delivery of the programme’s aims and objectives.
  • To collaborate with other programme and project managers to manage interdependencies effectively and collaborate on cross-cutting projects
  • To work with the lead boroughs, steering groups and working groups to define, develop and lead the thematic areas within the overall programme to achieve its goals
  • To engage and build partnerships with a wide range of stakeholders, including London Boroughs, central government and the GLA, as well as project delivery partners.

Main Responsibilities

  • Day to day responsibility for managing existing and developing new thematic workstreams withing London Councils’ Retrofit London Programme, current themes include:

Retrofit grant policy, SHDF consortia bid
Retrofit Information and Data
Customer Journey
Skills and capacity to deliver
Aligning Retrofit with Planned works

Retrofit Procurement and Delivery

  • Be a visible champion of the programmes, promoting and developing the objectives of the programmes within London and nationally.
  • Work with the Programme Director and lead borough to develop strategy and plans and to account for progress and benefits being secured.
  • Collaborate with partners including the other programme themes to ensure there is alignment across related programmes of work and interdependencies are managed effectively.
  • Supporting the Programme’s oversight and steering groups and adapting existing or setting up processes and structures as required.
  • Procure goods and services as necessary to support effective delivery of the programme.
  • Ensure that people, processes and resources are in place to deliver effectively
  • Manage discreet budgets within the programme and ensure projects are delivered to time and cost with an eye to both efficiency and effectiveness.
  • To build strong working relationships with key stakeholders particularly London’s local authorities, the GLA and others relevant to the programme theme
  • To measure project and programme performance using appropriate systems, tools and techniques.
  • To manage data and report on progress and escalate to management as needed.
  • Provide effective communications and stakeholder engagement activity and disseminate project outputs to a range of audiences.
  • Provide information and briefings to elected representatives and senior decision-makers
  • To consider the impact of climate change and climate change policy on London’s communities and identify opportunities to mitigate negative impacts and promote a just transition.
  • To act in a manner that reflects and values the diversity of London’s communities and promotes an inclusive society.
  • To adhere to London Councils’ corporate policies, procedures, regulations and protocols.
  • To uphold health and safety at work for self and others. To observe London Councils’ Health and Safety policy and related procedures at all times.

To uphold the highest standards of ethical conduct in line with the expectations of a local government officer and to lead staff to adhere to such standards in order to uphold the reputation of London Councils and local government in London.
The Ideal Candidate

Educated to degree level or with equivalent practical experience.

  • Knowledge of buildings retrofit solutions, financing and delivery models particularly in relation to residential buildings and the housing sector.
  • Evidence of continuing professional development particularly the built environment or housing.
  • Understanding of retrofit finance and delivery models for public and privately-owned homes.
  • Understanding of the interdependencies between retrofit and other areas of policy and delivery, such as energy systems and adaptation.
  • Knowledge of the local, regional and national policy environment in relation to retrofit, energy and climate change.
  • A good understanding of local government in the U.K and their roles and responsibilities in relation to climate and sustainability, knowledge of local London government beneficial.
  • Programme and project Management skills and experience are required, a formal project management qualification also beneficial.
  • Solid organisational skills including attention to detail and multi-tasking skills Excellent written and verbal communication skills.
  • Ability to influence effectively
  • Experience implementing policy, analysis, programmes and projects.
  • Demonstrable experience of managing programmes including as part of a multi organisation team.
  • Experience developing project scopes and objectives, managing budgets, and measuring programme performance.
  • Procurement experience with client side processes and procedures.
  • Experience working in a collaborative context and building productive relationships.
