JOB DESCRIPTION

Overview
We are currently seeking a Road Opening Licence Administrator to join our expanding team and help to take us to the next level. The successful candidate will have the opportunity to grow and develop this account to fit the ambitious growth plans of the company.
The role
The Road Opening License team is responsible for managing administrative aspects of road opening licence (ROL) progression from initiation (application through to completion (T5 Sign Off) for Client Network Deployment infrastructure and associated ad hoc Operational remediations works across the road network. In addition, the Road Opening Licence Administrator is responsible for managing and monitoring all mandatory T2, T3, T4 applications required for road works and importantly for all road openings, their respective T5 Sign off notification, where the Licence Holder will notify the road authority/TII that all licenced works have been completed to enable the progression of programmes and to limit any resultant liabilities.
The Road Opening Licence Administrator reports to the Project Coordinator and is responsible for managing road permits and road opening licencing for capital and operating works across the road network.

SKILLS REQUIRED

Knowledge, Skills and Experience:

  • Relevant third level qualification and or accreditation is desirable.
  • Min 1-year relevant Experience in a similar role in the Telcom, Utilities, Water, Transportation, or similar industries is desirable.
  • T5 Sign off administrative process and compliance requirement.
  • Strong Analytical, computing and IT skills
  • Good level of written and oral communication skills
  • Ability to foster good relationships with internal and external customers.
  • Ability to work unsupervised and in a team environment.
  • Requirements for the Reinstatement of Openings in National Roads (TII 2019)
  • Knowledge of Guidelines for Managing Openings in Public Roads (Purple Book, Dept

of Transport, Tourism and Sport 2017

  • Knowledge of MapRoad Roadworks Licencing system preferred.

Responsibilities:

Main Duties and Responsibilities:

  • Managing Road Opening Licencing (ROL) and other permits.
  • Reviewing, submitting, and resubmitting road license and permit requests.
  • Ensuring that the licence/permit applications contain all the required information prior to submission.
  • Informing the requestor and scheduling and dispatching team on the progress of the Licence/permit if it has been granted or refused.
  • Informing the Civils Project Manager if a licence/permit has been granted. This will enable the works to be scheduled and the relevant communications to be made to the relevant Civils Supervisor(s).
  • Processing fees and charges associated with licencing and organising payment of same through Entegro systems.
  • Supporting the Civils Team in monitoring all notices and data regarding road opening licences where errors, omissions or oversights may incur fixed penalty charges or result in the work being stopped by the Road Authority/Roads Management Office (RMO) with resultant costs to the business.
  • Processing reinstatement upgrade requests submitted by the Roads Authority/RMO during the defects period acting as a point of contact for Roads Authorities/RMO and raising work orders for reinstatement upgrades if required.
  • Dealing with Road Authority/RMO enquiries and to respond in a timely fashion to incoming enquiries from other utilities.
  • Support the Civils Project Manager and act as a point of contact with the Road Authority/RMO on issues that may have financial or legal penalties on the business.
  • Escalating the refusal of the relevant authority/RMO to grant a licence/permit to the Civils Project Manager when it cannot be progressed.
  • Tracking all licence/permit requests and status of each request through the MRL system.
  • Carrying out any other duties deemed necessary and / or required, which the Civils Project Manager may reasonably request.
