DESCRIPTION OF TASK

1.
With initial direction and supervision, develops safety program activities that provide technical assistance in the areas of environmental, occupational or fire safety, industrial hygiene, or safety engineering.
2.
Conducts on-site safety program reviews and accident/incident investigations. Assists in monitoring and evaluating the work environment for hazardous conditions and safety deficiencies
3.
Reviews and comments on issues involving regulatory agencies, contractors’ project safety plans, training materials, manuals and procedures of each department.
4.
Assists the Director, Safety Services with the scheduling and conduct of safety-related education and training for Authority personnel, contractors, and various local agencies.
5.
Assists department heads and supervision in the evaluation and selection of safety and personal protective equipment needed for workers exposed to hazardous substances and conditions. Assists in providing training to Authority personnel in use of this equipment.
6.
Maintains records of accidents, injuries, fires, near misses, and other occurrences. Prepares internal and external analytical reports on safety hazards, accident statistics, safety performance and corrective actions.
7.
Assists in maintaining a safe and secure work environment by participating in required training, recognizing and reporting hazards and suspicious activity, and using all required personal protective equipment.
8.
Assists in the implementation of the Authority’s Drug & Alcohol Program by monitoring compliance with the related policies and DOT regulations and facilitating day-to-day program activities such as training, specimen collection, and recordkeeping.
9.
Assists the Director, Safety Services in establishing and maintaining standards, procedures and resources for safety training and briefings for Authority employees and contractors.
10.
Reviews findings from facility and operations inspections and audits, and advises the Director, Safety Services and other executive managers on issues involving regulatory compliance, equipment and facility deficiencies, and recommends methods of corrective action and mitigation to ensure the safety of customers, employees, and the public.
11.
Works closely with Departmental Directors to assure that they implement industry-best practices to ensure the safe and efficient operation of Authority facilities.
12.
Represents the Director, Safety Services at internal and external meetings regarding issues involving safety and emergency response.
13.
Works with regional, local and state authorities/agencies in terms of Authority compliance efforts and coordinating audit/oversight activities.

Follows Authority policies and procedures in performing contracting, contract administration, and purchasing tasks related to department activities.
15.
Performs other related duties as required and assigned.

Responsibilities:

BASIC PURPOSE OF POSITION:

This position supports the Director, Safety Services by providing internal oversight and monitoring of the DRPA Safety Program and its related processes. The purpose of this position includes ensuring coordination of emergency procedures training for internal and external first responders; compliance oversight; incident and accident investigation; hazard management; safety risk management; safety policy, assurance, and promotion. Ensuring continuous inspections and audits of systems, facilities, and operations to ensure the safe and efficient operation of the Authorities transportation assets. Acts as a resource for department heads by providing guidance and services in support of facility safety management activities.
