Description:

KEY ACCOUNTABILITIES (NOT ALL-INCLUSIVE)

  • Building partnerships with government counterparts, and other stakeholders and coordinating work activities with SBCC service provider through regular meetings.
  • Responsible for gathering data on students, households, care takers, and school staff, and assessment of the school and surrounding environment.
  • Support the head of sub-office, in delivery of activities, particularly those activities including nutrition education and campaign in close collaboration with SBCC service provider.
  • Contribute to design and facilitation for events, conferences, workshops, related to operational evidence generation for school based programmes.
  • Provide technical assistance to government counterparts and other partners to enhance capacity to design and roll out integrated school nutrition package activities.
  • Contribute to the timely and quality reporting of WFP Indonesia School Nutrition programmes and activities to meet donor and corporate requirements.
  • Any other duties as required, in line with expertise and job context
    .

EDUCATION:

  • University degree in Nutrition, Public Health Nutrition, Food Technology, Medicine, Environmental Science, Social Sciences or other field relevant to international development and nutrition.
    LANGUAGES Fluency (level C) in English and Bahasa language.

RELATED EXPERIENCE

  • Three years post graduate relevant professional experience with bachelor’s degree.
  • Experience with project implementation and multisectoral coordination to support nutrition, health and school based policies and programs.
  • Demonstrated experience in partnership building and country capacity strengthening modalities.
  • Demonstrated experience in social behavior change and communication programming, targeting and school age children.

KNOWLEDGE AND SKILLS REQUIRED

  • Understanding of Indonesia nutrition, health, education, overall food system at national and sub-national level, particularly for school age children
  • Ability to manage partnerships and coordinating multi-sectoral partnerships
  • Skills to outline and write reports and workplans, including project monitoring reports.
  • Understanding of the triple burden of malnutrition and programmatic modalities for addressing its causes.
  • Demonstrated effective and sound partnership building.
  • Excellent oral written communication and presentation skills

Responsibilities:

Indonesia faces a triple burden of malnutrition, i.e., the occurrence of undernutrition, over-nutrition and micronutrient deficiencies. In 2018, data from Indonesia revealed that 23.6% of school children aged 5-12 suffered from stunting, 20% from overweight and obesity, and 26.8% from anemia. Their diets are inadequate in nutrients, and there is an increase in the consumption of unhealthy foods due to changing food environments.
The Government of Indonesia has several existing nutrition and social programmes, including the school-based programme UKS/M and the social protection programme Family Hope Programme (PKH). The Integrated School Nutrition Package (ISNP) of these two existing Government programmes has the potential to improve the nutrition of school-aged children as it targets both students and parents and covers the school environment (school canteens, school gardens and food vendors around the schools).
Furthermore, the issuance of the RAN PIJAR (National Action Plan for Improving of School-Aged Children and Adolescents Wellbeing - especially in Strategy/Division 2 on expansion of access to quality health and nutrition services) can strengthen the synergies between UKS/M and PKH programmes to improve the consumption of healthy diets and nutritional status of the primary school children.
Under the Indonesia WFP Country Strategic Plan 2021 – 2025 (CSP) School Based Programme (SBP) Project Officer, is responsible for supporting the implementation of the Social and Behaviour Change Communication (SBCC) Strategy to Promote Healthy Diets and Lifestyle of Primary School Children through Food and Nutrition Education using School and Family-based approaches in Kupang Districts.
The Project Officer will report directly to the Head of Sub-Office Kupang, under the overall guidance of Head of Strategic Objective 3, Jakarta.
The Officer is responsible for coordination with government districts counterparts, including Ministry of Education and Health WFP SBCC service provider, and other key stakeholders to support to work plan development, and monitoring of project activities. In addition, the Officer will lead WFP Indonesia efforts to document and report insights from the delivery of the Integrated Primary School Nutrition Model (IPSN), particularly nutrition education, and school campaign.
In 2021, WFP Indonesia launched its Country Strategic Plan (CSP) 2021-2025, which is fully aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 and the Government’s Medium-Term Development Plan (RPJMN) 2020-2024. Through this its CSP WFP engages in policy dialogue and provides technical assistance in partnership with and support of the Government of Indonesia. WFP Indonesia supports the Government to achieve its mid-term and long-term SDG targets with a focus on Food Security and Nutrition Analysis, Social Protection, Disaster Preparedness and Climate Change Adaptation, and addressing malnutrition through healthy diets, and food systems transformation.
The programme portfolio under the incumbent here contributes directly to the achievement of CSP Strategic Objective 3, namely, “By 2025 populations at risk of multiple forms of malnutrition benefit from increased national capacity to design and implement programmes that enhance access to and promote positive behaviours on healthy diets and prevent stunting and other nutritional deficiencies”.
