What you will be doing: Join a small team of information security and compliance professionals who work together to respond to the ever-changing needs of the State of Alaska’s Department of Health (DOH) and its many external partners. Daily work can include responding to security incidents, drafting policies, performing Health Insurance Portability and Accountability Act (HIPAA) security assessments, reviewing system architectures, or researching technology for fitment into the organization. The team strives to continually to collaborate with each other and requires a team player who is well experienced in all facets of information technology and always ready to lend an ear or jump into researching an emerging need.Our organization, mission and culture: The Department of Health’s core mission is to “Promote and protect the health and well-being of Alaskans.” As a member of the Department Security Office (DSO) your goal will be to work through the CISO to enable the Department to make informed decisions on the risks associated with the systems it employs. Midtown Anchorage offers plenty of amenities and is centrally located to afford an easy commute to all regions of the Anchorage Municipality and the Matanuska Valley.Who we are looking for: The ideal candidate will demonstrate the following proficiencies: Two or more years of advanced professional experience in: Programming software systems and/or network design, implementation, support, and administration that includes significant programming.Understanding of database management systems, their structure, and administration, and basic familiarity working under state, federal, or international compliance and governance models. Experience in Data Center Operations, server administration, virtualization infrastructure, storage administration, cloud service administration, and experience with mark-up languages (such as HTML), client-side scripting languages (such as JavaScript), or query languages (such as SQL) will be reviewed without the context of the applicant’s other qualifiers.Special Note: Periodic travel may be required to meet other members of the team, physically audit customer locations, or attend training.A valid driver´s license is required for this position. Responsibilities:

Systems Programmer 1:One year of journey professional experience in computer programming that includes either at least six months programming in, or certification of completed training in, relevant assembly or other low level or machine languages.ORTwo years of journey professional experience in which a majority of responsibility involved either: programming, configuring, and scripting operating system commands and troubleshooting the interface of operating systems and software applications; or, network design, implementation, support, and administration that includes significant programming in the operating system language of a server or data processing system. This includes, but is not limited to, work such as an Analyst/Programmer 3 or Microcomputer/Network Specialist 1 with the State of Alaska, or the equivalent elsewhere, if the experience programming in an operating system language is sufficiently documented as a primary responsibility.Experience with mark-up languages (such as HTML), client-side scripting languages (such as Javascript), or query languages (such as SQL) do not meet the programming requirement.Systems Programmer 2:One year of experience performing routine software projects that include planning, coding, debugging, testing, and installing operating systems software for a mainframe computer or enterprise server. This is met by experience as a Systems Programmer 1 with the State of Alaska or the equivalent elsewhere.ORTwo years of advanced professional experience in which a majority of responsibility involved either: programming, configuring, and scripting operating system commands and troubleshooting the interface of operating systems and software applications; or, network design, implementation, support, and administration that includes significant programming in the operating system language of a server or data processing system. This includes, but is not limited to, work such as an Analyst/Programmer 4 or Microcomputer/Network Specialist 2 with the State of Alaska, or the equivalent elsewhere, if the experience programming in an operating system language is sufficiently documented as a primary responsibility.Experience with mark-up languages (such as HTML), client-side scripting languages (such as Javascript), or query languages (such as SQL) do not meet the programming requirement. Systems Programmer 3:Two years of systems programming experience installing, configuring, and maintaining mainframe computer or enterprise server operating systems software and hardware. This is met by service as a Systems Programmer 2 with the State of Alaska or the equivalent elsewhere.Special Note: Individual positions at each level in this class series may require expertise in programming in a particular language and/or operating system. Recruitment and selection will be on the basis of these requirements. For some positions in these job classes a background investigation including fingerprinting is required.
