Description:

Overview:
The Consumer Policy and Compliancen department is responsible for developing policy through changes to codes and rules that support he OEB’s strategic goals, assessing regulated companies’ compliance with regulatory requirements with a focus on residential and small business consumer protection, including addressing complaints, liaising with regulated industry to identify areas of concern, and developing appropriate policy responses.
Under the direction of the Manager, the Senior Advisor will undertake research and analysis to develop policy recommendations relating to the natural gas and electricity sectors and ensuring regulated entities are compliant with established legal and regulatory obligations. In this role you will coordinate and facilitate stakeholder consultations, liaising with industry to identify areas of concern, and developing appropriate policy responses.

Responsibilities:

  • Plan and conduct studies and in-depth analysis, provide research and advice to the OEB’s Board and senior management on energy related issues, including new developments, industry trends, initiatives, policies, and practices
  • Develop policy options by leading stakeholder consultations and directing projects and project teams
  • Undertake reviews of activities of regulated entities to ensure compliance with legal and regulatory requirements
  • Brief the OEB’s Board and senior management on new developments, industry trends and emerging issues related to compliance
  • Represent the OEB’s Board and senior management in communicating policies, practices, and procedures to stakeholders
  • Collaborate with internal and external groups as a subject matter expert and provide advice as required
  • Participate in cross-functional teams to engage and seek opportunities for innovation and improvement

Qualifications:

  • University degree preferred in Public Policy/Administration, Political Science or Business Administration, or related discipline
  • 5 years’ experience in policy research, development, and analysis in an energy sector, regulated industry public utility setting
  • 8 progressive years’ experience in policy research and development with analytic experience in an energy sector, regulated industry, or public utility setting
  • Previous experience with policy development and enforcement, conducting jurisdictional reviews and providing recommendation
  • Previous experience with change management, adapting policies and processes to address changes in the industry and innovation initiatives is an asset
  • Experience in the electricity sector is preferred
  • Excellent verbal and written communication skills that cater to all levels in the organization
  • Knowledge of Ontario Energy Board Act and related legislation
