Description:

GGGI works in the Andean Region through the Colombia, Ecuador, and Peru in-country programs. GGGI has been working with the Government of Colombia to advance green growth policies and green investments through strategic partnerships such as with the Ministry of Environment and Sustainable Development, the Ministry of Agriculture and Rural Development, the Ministry of Treasury and Public Credit, and the National Planning Department, among others. GGGI Colombia has scaled its impact significantly over the past few years. It has transformed into a portfolio-based country program, with programs and projects of varied sizes covering various GGGI Programmatic Solutions, including Sustainable Forests, Solar PV, Climate Resilient Agriculture, Climate Action, and Green Investments.
GGGI has been collaborating with the Government of Ecuador, under the leadership of the Ministry of Environment, Water, and Ecological Transition (MAATE) and the Ministry of Economy and Finance (MEF) and has embarked on an ambitious effort to increase the mobilization of international climate finance and private investments for a climate-resilient, and low-carbon development.
Finally, GGGI has been working with the Government of Perú for the past years. Now, in collaboration with the Ministry of Economy and Finance of the Government of Perú, GGGI is rolling out a technical assistance program to the Government of Peru titled “Mobilizing International Climate Finance and Private Investments for Low-Carbon and Climate Resilient Development in Peru.” The program, funded by the Green Climate Fund (GCF) Readiness and Preparatory Support Program, aims to play a pivotal role in the implementation of the country’s Climate Finance Strategy (CFS) and Green Finance Roadmap (GFR), which outline strategic measures and actions to accelerate the flow of international climate finance and private sector investments towards low-carbon, resilient projects and initiatives.
Given these various programmatic fronts, GGGI’s Andean Region require solid and systematic monitoring and reporting in a timely manner based on the corporate results framework, the program’s logical framework, and the country program’s impact pathway to support a high-quality delivery of the Country Programs. Additionally, support is needed in the follow-up of the resource mobilization pipeline of the Andean Region.

POSITION SUMMARY

Based in Bogotá, D.C., Colombia, the MEL and RM Senior Assistant will ensure the appropriate implementation of the Colombia and Ecuador programs’ monitoring, reporting, evaluation, and learning processes. S/he will also support the project design for resource mobilization efforts for the countries in the Andean Region (Colombia, Ecuador, and Perú).
This position will report to the Andean Representative and work closely with internal staff and relevant partners as required.

REQUIREMENTSQUALIFICATIONS

  • An undergraduate degree in economics, project management, development studies, monitoring and evaluation, environment science, climate change, sustainable development, or related areas is required.
  • Certification in M&E/MEL/MEAL is a plus.
  • Preferred 2~3 years of progressive experience in similar positions involving developing funding proposals, designing and implementing log frames, monitoring, and reporting systems.
  • Proficient written and oral communication skills in English and Spanish are required.
  • Demonstrable experience in logical frameworks and reporting methodologies, online reporting platforms, evidence- and results-based monitoring methodologies, outcome mapping, and database management, preferably applied in the context of developing countries and climate change.
  • Experience in writing and editing resource mobilization proposals, particularly facilitating the development of log frames and indicators and Theory of Change is an asset.
  • Experience conducting statistical analyses using appropriate software, undertaking research, primary and secondary data collection, analysis, and report writing is an asset.
  • Exceptional database management and advanced computer skills with commonly used software platforms in Microsoft Office applications (Word, Excel, PowerPoint, etc.) are necessary.
  • Experience with mobile data collection tools like Open Data Kit, Kobo Toolbox, and Ona, including xls form-building and other analysis tools/software, is a plus.
  • Experience and knowledge in green growth issues, benefits and opportunities, government affairs, economic development, and policy issues are desirable.
  • Must be a Colombian citizen or a foreigner holding a valid Work Visa.

Responsibilities:

  • Assist in timely and high-quality reporting according to internal and external donor requirements.
  • Ensure integrity, timeliness, and quality of monitoring and reporting according to the donor’s requirements and GGGI’s Rules, Regulations, Guidelines, and systems.
  • Support the project team’s data collection, systematization, and analysis to assess project progress, results, and impact.
  • Assist in the design and operationalization of project MEL frameworks, ensuring alignment with overall project objectives and GGGI’s organizational-wide MEL framework.
  • Support the design and implementation of comprehensive MEL plans that outline the frequent monitoring activities, data collection tools, budgets, timelines, roles and responsibilities, etc.
  • Support the capacity building of staff through training to ensure the adoption of new data monitoring tools and the quality of data collected and reported.
  • Keep updated on the funding marketplace on the Green Growth topics.
  • Support the development and presentation of funding proposals to donors for the countries in the Andean Region by facilitating the development of the Theory of Change and the log frames
