Service Victoria is the one place to go for government services. It’s our job to make things easy. Our customers give our services an overall 96% satisfaction score, and our app was the most downloaded in Australia for 2021.
The Service Victoria culture is dynamic and fast-paced, we’re not what you’d expect from a government department. We work flexibly and remotely, using our workspaces in Footscray and Ballarat for onsite collaboration. We have a mature digital services platform of contemporary cloud-based infrastructure, technical architecture and scalable and reusable common capabilities, with real-time integration into agency legacy systems. We use a range of market-leading technology, such as AWS, Salesforce, Node.js, React, MuleSoft, Sitecore (.NET), HTML/CSS/JavaScript, and Java. From a Salesforce point of view, we use areas such as Service Cloud, Experience Cloud, Omni Studio and Public Sector Solution.
Service Victoria is an Administrative Office attached to the Department of Government Services (DGS). DGS was established on 1 January 2023 to improve everyone’s experience of doing business and interacting with the Victorian government.
Service Victoria and DGS are bringing important day-to-day services together in one department to make things easy and seamless for Victorians and businesses.
We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.

Technology group
The Technology Group within Service Victoria sets direction, governs, builds and manages the technology underpinning the digital services we provide to citizens.
The Technology Group is comprised of Technology Architecture, Software Engineering functions, Information Security, Infrastructure and Service Management.
The Key Technology principles within Service Victoria are: customer focussed, product-centric, modern architecture, industrialised delivery, scalable cost and reliable services.
About the role
As Service Victoria grows, and moves into its operational phase, we will continue to progressively add new transactions and new functionality to existing capabilities, including digital licences, digital proof of identity, online accounts and payments with a particular focus on our mobile app.
Service Victoria is now focused on building the future organisation and the appropriate IT organisation structure and capability that will allow the implemented solutions to be maintained, supported and expanded upon on an on-going basis. You will also have a chance to work on continuously improving our service offering by bringing in structured improvements based on data analytics and insights

Key accountabilities

  • Work closely with Delivery Lead, Product Owner, Product Designer, Engineers, and other business stakeholders to facilitate end to end solution requirements definition and delivery.
  • Translates business requirements into clear, concise, testable user stories and acceptance criteria
  • Facilitates elaboration and requirements gathering workshops to ensure user stories are refined, prioritised and ready for the delivery team’s sprint backlog.
  • Liase with stakeholders to analyse, provide input and verify requirements to ensure solution meets desired organisation objectives and customer expectations.
  • Ensure requirements are understood through story kick-offs and address any requirement questions or issues that arise during delivery.
  • Establish and maintain relationships with key stakeholders across Service Victoria, suppliers, and service agencies.
  • Collaborate with Delivery Leads, Product Managers/Owners, Project Managers and internal/external project sponsors to validate scope and priorities.
  • Contribute to and participate in agile ceremonies such as team stand-ups, discovery, showcases and retrospectives.

Key selection criteria

  • Passion for delivering amazing digital experiences.
  • Experience as a Business Analyst in a digital product delivery – previous web or mobile app experience is favourable.
  • Ability to author high quality user stories and acceptance criteria (preferably in BDD format) to create shared understanding and clearly communicate requirements for a delivery team.
  • Ability to slice, shape and refine a sprint backlog for a delivery team.
  • Solid written and verbal communication skills
  • Strong analytical skills and ability to break-down complex problems into smaller components.
  • Ability to communicate effectively with product owners, engineers and other stakeholders across the organisation.
  • Ability to work productively in a fast paced and agile environment.

Experience and qualifications

Desirable

  • Knowledge of Google Analytics, Datadog, BigQuery and Data Studio will be highly desired.
  • Experience with using the Atlassian suite (Jira, Confluence).
