POSITION SUMMARY:

The Senior Configuration Manager position is part of the Acquisition and Property Management (APM) Space Management Support System (SMSS) team within the Acquisition and Property Management (APM) portfolio in support of the US Department of Veterans Affairs, Consolidated Corporate Support Services (CCSS) program.
Space Management Support System (SMSS) consists of two web applications built on top of ArcGIS enterprise. The minor application is ESRI’s ArcGIS, a web-based Commercial Off-the-Shelf (COTS) application. The second application is the Rent/Lease application built with the Microsoft .Net framework and supporting technologies. SMSS is used by the VA Office of Administration to assign workspaces to all Veterans Affairs Central Office (VACO) tenants. The system generates reports of space availability and costs to provide workspace for VACO. This system is also used to import the facility leases and generate reports and invoices. The minor application, ESRI’s ArcGIS, is hosted at a VA data center and is used by the staff to allocate resources for SMSS. It is designed to deliver location intelligence and meet digital transformation needs for the department. It is also used for mapping, analysis, and as a data storage system that can be used to create, share, and manage maps, scenes, layers, apps, and other geographic content.

  • Bachelor’s Degree in Computer Science, Engineering, Engineering Management, Math, or equivalent with 5 years of direct experience in this type of role, - OR -
  • 8 years of relevant experience may be substituted for this education requirement
  • Ability to obtain a VA Position of Public Trust – Medium Background Investigation (MBI)

Responsibilities:

  • Performs Configuration Management and CM Tools support for a complex Government construction and facilities budget management system, to include:
  • Full Software Development Life Cycle (SDLC) Configuration Management taskings and duties.
  • Maintains the project delivery team Backlog in VA’s Jira tool.
  • Serves as the project delivery team’s Scrum Master when needed.
  • Creates and maintains project delivery and project metrics dashboards in VA’s Jira and/or ServiceNow (SNOW) tools as required.
  • Creates the project’s Configuration Management Plan (CMP) in accordance with VA’s standard CMP template, policies, and best practices, and consistent with other CCSS teams’ CMPs.
  • Ensures the updating and maintenance of APM SMSS and its components’ application versions in compliance with VA Technical Reference Model (TRM) requirements and standards.
  • Assists the project delivery team’s Database Administrator in maintaining the Configuration Management Database (CMDB) within VA’s designated tool (i.e., SNOW or similar).
  • Assists the project delivery team’s Help Desk Technician in utilizing, configuring, and updating the VA Enterprise Service Desk (ESD’s) ServiceNow Help Desk tool and online documentation as required.
  • Obtains, defines, and implements VA-compliant CM policies, processes, procedures, and best practices within the APM SMSS project delivery team.
  • Creates VA-compliant Version Description Documents (VDDs) for all APM SMSS Production releases.
  • Maintains and supports CM in and across all APM SMSS IT environments (i.e., Development, Testing, Staging, Production).
  • Tracks, maintains, statuses, and reports on all APM SMSS Production Releases.
  • Implements VA-compliant version control in all APM SMSS IT environments and for all APM SMSS Execution Plan deliverables.
  • Directly support the APM SMSS Cyber Security Lead and project delivery team in the Authority/Authorization to Operate (ATO) process for APM SMSS.
  • Assists in the setup and configuration of APM SMSS development tools such as Git/GitHub and related tools/components.
  • Other tasks as assigned by CivitasDX APM SMSS and/or VA APM SMSS leadership, and/or required in support of the overall APM SMSS application delivery and support/maintenance effort.
  • Interacts with senior-level internal and external client personnel on significant technical matters, often requiring coordination between teams, groups, and internal and/or client organizations.
