Reports to: Procurement Project Lead
Location: San Juan / Guaynabo, PR IN-OFFICE

SUMMARY:

The Cost Analyst is responsible for development of the cost estimates and analyses for procurement projects using historical and other cost data systems, and for the development of compliance-required costs analyses to substantiate the cost-reasonableness of selected vendors.

QUALIFICATIONS:

  • Bachelor’s degree in Economics, Statistics, Public Policy, Finance, or a related field. A master’s degree is preferred and may substitute for some years of experience.
  • Minimum of 3 years of experience in areas such as cost estimation, cost reasonableness, benefit-cost analysis, economic analysis, or program evaluation preferably in the context of federal grants and public sector projects, FEMA hazard mitigation and disaster recovery programs.
  • Knowledge of federal grant regulations, policies, and guidelines related to benefit-cost analysis.
  • CEM, CFM, PMP, or similar certification desired but not required.
  • Strong analytical skills with proficiency in statistical software (e.g., SPSS, SAS, R) and/or economic modelling tools.
  • Understanding of disaster risk reduction strategies and principles. Excellent written and verbal communication skills, with the ability to translate technical information into accessible reports and presentations.
  • Bilingual (Spanish and English), both oral and written.
  • Must reside in Puerto Rico.

Responsibilities:

OPERATIONAL RESPONSIBILITIES:

  • Manage and coordinate assigned tasks to ensure they are completed on time and on budget.
  • Organize and plan assigned project tasks, resources, and schedules.
  • Implement tasks in accordance with company standards and policies.
  • Communicate task status to stakeholders and key project participants.
  • Maintain project files, and track progress through review process to final agency decision.
  • Respond to Procurement Project Lead and client to ensure timely delivery of service.
  • Develop and document cost analyses for procurements assigned.
  • Support other project staff, as needed.
  • Notify Procurement Project Lead of any issues or concerns regarding tasks assigned.
  • Maintain technical knowledge and expertise, through monitoring, review, and distribution of new guidance, policies, and materials.

ADMINISTRATIVE RESPONSIBILITIES:

  • Ensure understanding of time allotted for task from Project Manager. Management of time and task to stay on schedule and within budget.
  • Ensure daily time reports are completed and submitted; ensure corrections/revisions are completed as necessary.
  • Initiate and maintain appropriate coordination with other team members for client needs and satisfaction.
  • Assist with completion of project closeout and archive records upon project completion.
  • Provide reporting information to Procure Project Lead, as requested.
  • Maintain current understanding cost estimating tools, and federal guidelines for the development cost analyses.
