Victorian Health Building Authority The Victorian Health Building Authority (VHBA) is responsible for the rollout of the Victorian Government’s multi-billion-dollar health capital projects. Our diverse projects span the health, mental health and aged care portfolios across metropolitan, regional and rural settings and ambulance branches across Victoria. VHBA also provides technical support across engineering, property, asset management and environmental sustainability disciplines. Responsibilities:
Responsible to the Executive Director, with a direct reporting line to the Design Director once appointed, the Senior Design Manager will be responsible for overseeing the development of design briefs, ensuring quality standards and targets, quality assurance and quality control processes have been met and that design management plans are established, including the coordination of user group processes for the new Parkville Precinct Redevelopment Project (PPR).
The role will also manage the development of the design to meet the Project Brief and the integration of fixtures, furniture and fittings, clinical and non-clinical equipment elements of the Project into the documentation. From time to time, the Senior Design Manager: Clinical may also be required to provide support and guidance to a range of projects within the Victorian Health Building Authority’s broader Public Private Partnership (PPP) and High Value/High Risk program. While the primary purpose of the Senior Design Manager is to co-ordinate the design process and undertake design reviews on the PPR project, the role will also provide authoritative specialist input into the development and delivery of design and technical requirements for VHBA’s High Value High Risk (HVHR) capital projects in particular those projects delivered as PPPs. The role requires significant experience in procurement, planning and design of acute hospitals including an understanding of acute hospital services and how they are translated into the built form.
The Senior Design Manager will have a sound appreciation for best practice project management, the Victorian Government’s key infrastructure policy frameworks, healthcare facilities design requirements and working collaboratively with and managing teams of dedicated design and technical resources to ensure successful project delivery.
The primary purpose of the role, is to co-ordinate the State’s responsibilities for the clinical design components of the Project, as directed by the Design Director and the Executive Director taking into consideration the contractual requirements and in particular, the requirements of the Project Scope & Delivery Requirements (PSDR).
