Description:

BCIT’s Safety, Security, and Emergency Management team is currently seeking a regular, full-time (1.0 FTE) Senior Director, Safety, Security & Emergency Management. This position provides strategic leadership to the Institute’s health, safety, security and emergency management programs and services, and acts as strategic advisor to the VP, Senior Team, and Board on the most critical related matters. Develops strategies, plans and policies aimed at fostering and managing a campus safety culture, healthy occupational environment, secure campus and systems, and a ready and resilient campus community. Oversees compliance with international, federal, and provincial regulations related to all areas of accountability. Directs the necessary planning and due diligence to identify and mitigate health, safety, security, and emergency-related risks to the Institute. Drives out strategic initiatives that support goals and objectives of the Institute.

KEY ACCOUNTABILITIES:

  • Participates as a member of the VP’s leadership team, providing input to development of broad, over-arching strategies and sharing responsibility for achievements and success.
  • Acts as strategic advisor to the VP, Senior Team, and Board on the Institute’s most critical health, safety, security and emergency management matters. Reports on risks, opportunities, achievements, and key initiatives.
  • Develops strategies, plans, and policies aimed at fostering and managing a campus safety culture, healthy occupational environment, secure campus and systems, and a ready and resilient campus community, while ensuring alignment with broader goals and objectives of the Institute. Leads ongoing assessments to ensure program optimization in all reporting areas.
  • Provides strategic oversight of compliance with international, federal, and provincial regulations as well as Institute policies related to all areas of accountability. Directs the necessary planning, due diligence, and quality controls to identify and mitigate health, safety, security, and emergency-related risks to the Institute.
  • Provides strategic leadership to the Institute’s occupational health and safety programs and related accident investigations, first aid, safety training, WSBC claims management, and all aspects of prevention, including environmental/hazards management and related audits and assessments.
  • Provides strategic leadership to the Institute’s security programs, involving crime and loss prevention, security incident and threat investigations, and all aspects of systems security, including alarms, computer protection, keying programs, access, close-circuit tv, video, and other related elements. Leads the Institute’s response to critical incidents and traumatic events.
  • Provides strategic leadership to the Institute’s emergency management programs, including all aspects of emergency planning, preparedness, response, disaster recovery, business continuity, and emergency response team training and exercises. Leads the Institute’s emergency response centre.
  • Ensures a strategic, integrated approach to all program planning, development and delivery. Identifies opportunities for continuous improvement and ensures systems are optimized to address the Institute’s needs. Fosters innovation and change by driving out portfolio-related initiatives.
  • Provides strategic direction to critical communications and interactions across the campus community, and externally with first responders, regulatory agencies, contractors and other key stakeholders.
  • Chairs and/or acts as strategic stakeholder on multiple health, safety, security and emergency management committees, providing strategic input related to areas of accountability.
  • Directs the research of best practice, trends and methods, and determines appropriate application to programs, services and initiatives.
  • Manages directly and indirectly reporting staff, overseeing and participating in selection, coaching, mentoring, development, performance management and all other people-management practices.

QUALIFICATIONS:

  • Undergraduate degree in law enforcement or a relevant discipline (Masters degree preferred)
  • Designation – American Society of Industrial Security
  • Designation – Business Continuity
  • Certification in Enterprise Risk Management preferred.
  • Minimum 10 years’ experience at progressive levels of responsibility in strategic health, safety, security and emergency management
  • An equivalent combination of education and experience may be considered
  • Expert knowledge of the concepts, theories, practices and techniques of health, safety, security and emergency management
  • Expert knowledge of the international, federal, and provincial regulations related to health, safety, security and emergency management
  • High degree of business acumen with strong skills in development of strategies, programs and initiatives, and in managing change
  • Expert communication and interpersonal skills with ability to act as strategic advisor to the VP, Senior Team, the Board and leaders at all levels on the Institute’s most critical health, safety, security and emergency management matters, and ability to interact with internal and external stakeholders and authorities in the context of a critical incident or traumatic event
  • Excellent analytical skills and ability to apply sound judgment in problem solving, evaluating courses of action, and making decisions on complex health, safety, security and emergency management matters
  • Strong leadership skills and ability to manage a team of reporting leaders and professionals; ability to build a strong team-based environment
