[What the role is]
Muis is initiating the development of a higher educational institution as part of the larger plans to strengthen the education and training opportunities for Singapore’s Islamic scholars and teachers. The institution is envisioned to offer tertiary level programmes. We seek a dynamic individual to oversee the set-up of the institution, focusing on the legal and administrative matters. Experience in law, corporate governance, and management will be advantageous.
[What you will be working on]

Responsibilities:

Legal and Governance Matters:

  • Manage the procurement and appointment of a law firm to set-up the institution (e.g. company limited by guarantee and charity status) and the annual legal secretariat services.
  • Oversee the drafting and final approval of the institution’s constitution.
  • Collaborate with internal and external legal experts and stakeholders to draft, revise and finalise the institution’s constitution and the bylaws connected to the set-up and governance of the institution.
  • Oversee the nomination and appointment process of the institution’s board.
  • Establish the governance procedures and protocols for the institution’s board and executive leadership committee.Maintain and update corporate governance documents, such as board meeting minutes, resolutions, and shareholder agreements.

Formation and Management of Other Committees/Boards:

  • Oversee the formation of the protem committee for the set-up of the institution.
  • Provide secretariat support to the protem committee to achieve its objectives in the set-up of the institution.
  • Oversee the formation of the international advisory board.
  • Engage the international advisory board on key matters related to the institution’s set-up, research agenda and education programmes.Liaise with internal and external stakeholders on public communications related to the protem committee and international advisory board.

Other administrative responsibilities may include:

  • management and/or procurement of consultancy services for the set-up of the institution;
  • management of budget related to the above work-streams;
  • secretariat duties (note-taking, presentations, agenda-setting and scheduling);
  • communication with institutional partners in writing and in person; and
  • support in other administrative matters to strengthen the standards and assessment policies of existing education programmes.

[What we are looking for]

  • Tertiary education in law, business or social sciences would be advantageous.
  • Should have working knowledge of legal terms and procedures to effectively liaise with legal experts and manage legal documents.
  • Able to demonstrate exceptional project management skills, adept at forming and managing committees and boards.
  • Proficiency in budget management and administration is crucial. Understanding educational dynamics will be an added advantage to align governance procedures with educational objectives.
  • Effective communication skills in English is critical and a functioning knowledge of Arabic language will be advantageous for stakeholder engagement matters.

Successful candidate will be appointed on contract basis.
