POSITION SUMMARY

The School of Community and Health Studies is comprised of six major academic departments serving approximately 10,000 full time students and a significant range of continuing education programs and the CYW Apprenticeship program. In addition, the School operates two Child Care Centres and multiple research projects / grants. Reporting to, and under the direction of Manager, Finance and Enrolment, the Senior Financial Officer is responsible for all ongoing financial, payroll and associated human resource requirements of the School, coordinating these activities both internally and with relevant core service departments as well as managing the annual budget process of the School.

QUALIFICATIONS/EXPERIENCE

  • 3 year diploma in Accounting, Finance or Business Administration
  • Enrolment in CPA PEP would be an asset.
  • Minimum 5 years of related experience in general accounting in a mid-size accounting environment including experience with budgeting activities, payroll, accounts payable/receivable, financial reporting, analysis and auditing as well as coordination with various departments related to accounting activities.
  • High level of proficiency in MS Office (Excel, Word and PowerPoint)
  • Proven ability to manage deadlines, priorities, and undertake complex financial projects
  • Excellent written, oral communication and presentation skills
  • Proven problem-solving, critical thinking and analytical skills to compile and summarize information in order to recommend solutions
  • Demonstrated ability to work in a team environment, show initiative and perform well under pressure
  • Experience, knowledge and understanding of working effectively in a diverse environment

Responsibilities:

  • Collaborate with internal and external stakeholders regarding the assigned portfolio’s financial matters, including but not limited to Accounts Receivable / Payable, purchasing, budgeting, and payroll activities.
  • Manage all aspects of Accounts Payable and Accounts Receivable, ensuring proper accounting practices are utilized, taking whatever measures deemed appropriate to rectify/reconcile discrepancies with both internal and external stakeholders.
  • Manage assigned portfolio’s purchasing, expense claims, corporate charge use, month/quarter/year end reconciliation, accruals, deferrals and inter-departmental transfers.
  • Oversee and support timely and accurate financial reporting and year-end audits for departments which have external funding sources.
  • Support program rationalization initiatives by compiling program data and developing program costing data. Prepare summary report and provide recommendations.
  • Coordinate the budget information and data collection from the departments and ensure the data completeness, timeliness, and accuracy.
  • Evaluate program and department level staffing requirements against enrolment targets.
  • Prepare preliminary budget and year-end projection figures, complete quarterly and 6-month budget projections, as required.
  • Identify potential risks and opportunities in the budget and projection, recommend revisions and potential areas of savings to meet the overall school contribution.
  • Lead financial management for externally funded projects by developing and preparing financial planning tools, submitting appropriate financial reports to external agencies and assisting with budgetary adjustments to projects as required.
  • Prepare variance analysis and financial reports for the departments and programs as required.
  • Manage payroll and associated human resource practices throughout the School in compliance with the current labour agreements and College policies.
  • Perform salary calculations and develop contracts in a timely and accurate manner, identify discrepancies/errors and take whatever measures are deemed appropriate to problem solve and correct.
  • Advise on policies relating to different types of contracts to facilitate the correct contract to use.
  • Ensure changes to full-time employees’ payroll throughout the year are implemented according to policy.
  • Maintain records of all financial matters related to the assigned departments and programs.
