About the Division

FINANCIAL SERVICES DIVISION:

Design and implement financial management principles, processes, and systems to ensure that the department and its managers in central office, regions, schools and statutory authorities have the necessary support to execute their financial management responsibilities.
About Early Learning Centres: The Victorian Government is establishing 50 government-owned and operated, Early Learning and Childcare Centres. These centres will offer childcare, Three and Four-Year-Old Kindergarten and, where applicable, Pre-Prep. You will help to establish the program successfully. The first four centres will open in 2025, with all 50 open by 2032.

About the Role
We are seeking 2 FTE to provide high quality financial and administrative support for the rollout of 50 ELCs from Jan-25. The roles require an experienced candidate in AR, AP, and CM to support the Financial Operation Manager, Financial Accounting & Reporting in ensuring AR, AP, CM and Banking policies and procedures are applied and maintained in compliance with department policy and regulatory requirements.
Due to new rollout of ELCs, the ideal candidate will be prepared to manage 1-2 VPS3 Financial Operations Officers and address banking interface issues arising from the receipts and payment files between various systems for banking, Oracle EBS and Cloud and other systems as applicable. Therefore, this role has a strong systems and customer focus.

Responsibilities:

  • Management of 1-2 VPS3 Financial Operations Officers
  • Setting up Accounts Payable (AP) / Accounts Receivable (AR) processes, policies and procedures
  • Ensure processing AP/AR invoices are performed in an accurate and timely manner
  • Performing reconciliations on a timely basis to ensure the integrity of the AP/AR modules as well as the general ledger
  • Administering the department’s aged debtor monitoring process by working with program areas to ensure payment and write-off uncollectable debts
  • Providing program areas with support and guidance as required to ensure the program areas meet their debt collection obligations
  • Administering the dunning process
  • Working with the program areas to recommend invoices to be written off as uncollectable
  • Supervise/perform:
  • across the full spectrum of financial operations (AP/AR/Cash Management (CM)) functions as required
  • Continuous Control Monitoring over the AP function
  • administration and reconciliation of corporate and virtual credit cards
  • administration of banking segments accounts, bank user access
  • Cash Management - processing vendor payment runs, banking administration
  • Cashflow forecasting
  • Other duties as and when required
