Description:

Under the general direction of the Manager of Operating Budget Review, the Senior Financial Review Analyst supports the compilation of departmental and corporate budget and performance measurement information, and performs a regular and consistent review of departmental submissions including the annual budget submission (i.e., operating and capital, tax-supported, utility and special operating agency operations), on an assigned basis to support the decision-making process. This position, as part of a fast-paced team environment, provides the challenge, scrutiny, analysis and review of departmental submissions/budgets to ensure effective use of financial resources and alignment with corporate direction. This position will provide guidance and support to departments in the preparation of estimates and financial submissions and communicate decisions related to these submissions.

As the Senior Financial Review Analyst, you will:

  • Participate in the annual development process for the City’s operating and capital budgets.
  • Build and maintain performance measurement and financial service-based budget for all services using IBM Cognos Report Studio, and PeopleSoft EPM-Budgeting.
  • Assist in the preparation of budget and performance guideline information to departments and participate in training for departments.
  • Perform a regular and consistent review of departmental submissions/budgets on an assignment basis to support the decision-making process.
  • Facilitate the adoption of operating and capital budgets at the decision-making levels.
  • Assist with ensuring timely and complete data collection in accordance with policies and procedures established by the Municipal Benchmarking Network Canada (MBNC) Executive Committee, including appropriate allocation of program support costs and other costing protocols.
  • Review departmental progress toward Winnipeg’s annual MBNC reporting, including the review of results for reasonableness and variance from prior years, and in relation to comparable municipalities.
  • Performs corporate financial and budget analysis as required (e.g. Corporate allocations for MBNC reporting, compliance audit of service areas, etc.)
  • Develop and prepare appropriate budget documentation for budget publication.
  • Other duties as assigned.

YOUR EDUCATION AND QUALIFICATIONS INCLUDE:

  • Bachelor’s Degree in Accounting, Commerce, or Business Administration major in Accounting or other related education
  • A professional accounting designation (C.P.A., C.A., C.G.A., C.M.A.) in good standing.
  • Approximately six years related experience, preferably in a government setting and a municipal environment.
  • Thorough knowledge of performance measurement and financial systems with demonstrated ability to analyze and interpret complex reports.
  • Proven knowledge of administrative practices, skills and concepts, and project management abilities.
  • Ability to prioritize workload and meet deadlines.
  • Strong verbal and written communication skills.
  • Ability to establish and maintain effective working relationships with a variety of people, including private and public officials, all levels of staff and the general public.
  • Thorough knowledge of financial records and systems with demonstrated ability to analyze and interpret complex accounting, financial and statistical reports.
  • Thorough knowledge of the capabilities and application of financial computerized systems.
  • Proven abilities with Microsoft Office suite products (excel spreadsheets, word, PowerPoint, Access, Outlook) as well as OneDrive, Teams and SharePoint.
  • Knowledge of The City of Winnipeg Charter and other legislation related to the financial matters of the City of Winnipeg is preferred.
