Description:

Effective April 1, 2024 the salary range for this position is $88,496 to $128,625 per year in compliance with AMAPCEO collective agreement provisions. The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

ABOUT US

The Health Services I&IT Cluster provides information management and information technology solutions that enable and support the business requirements of the Ministry of Long-Term Care, Ministry of Seniors and Accessibility and the Ministry of Health, and its agents. The cluster supports the Ontario government’s I&IT Strategy and plays a leadership role in major business transformation initiatives and infrastructure projects that are currently underway. The cluster is also working to promote the evolution towards a common IT infrastructure for government.
The Long-Term Care and Community Administration I&IT Solutions Branch (LTCCASB) mandate is to develop, maintain and modernize I&IT solutions for the Ministry of Long-Term Care and the Ministry of Seniors and Accessibility in support of ministry operations and community sector administration.
NOTE: Flexible work arrangements including telework (remote work) and compressed work week may be considered.

TECHNICAL KNOWLEDGE

  • you have expertise in I&IT enterprise architecture (including one or more IT architecture domains such as Business, Application, Solution, Integration, Technology, Privacy and Security), IT strategies, enterprise architecture principles/methodologies/frameworks and completion of enterprise architecture artefacts
  • you have knowledge of Ontario Public Service (OPS) Enterprise Architecture artifacts (or similar), processes and practices, and ability to produce technical documentation that complies with industry standard practices
  • you have an understanding of corporate architectural governance review processes, including, but not limited to, streamlining, simplifying and enabling agile architecture governance approaches
  • you have experience architecting technical solutions on the various cloud (SaaS, PaaS IaaS) platforms like Salesforce and others
  • you can prepare overall architecture solutions, conducting walkthroughs, reviews and assessments, and analyzing technical and business impact, product integration, enhancements, infrastructure capacity, development and deployment, data distribution, integration and access
  • you have experience with large, complex, multi-tier web- and cloud-based, business-critical applications involving personal health information
  • you have knowledge of, and hands-on experience with, Service-oriented Architecture, Cloud Computing Technology (Iaas, PaaS, Saas), Cloud Infrastructure, Business Analytics/Intelligence, Portals and Mobile services, Managed File Transfer Device, Common Data Services/ETL, Virtualization, Converged Infrastructure, Application Performance Management, and others
  • you have knowledge of business process and data modelling, analysis, re-engineering and transformation
  • you have experience in distributed and Cloud-based application design/development and understanding of software, hardware, architecture frameworks, and corporate technology and trends (e.g., SOA, IOT, ETL, cloud architectures)

RESEARCH AND ANALYTICAL SKILLS

  • you can develop architectural solutions to meet complex, multi-year plans, spanning multiple internal/external stakeholders and broadly defined business objectives
  • you can resolve significant integration and technical issues to address multiple systems/applications linkages, interdependencies and impacts where requirements are not initially clear
  • you can research and recommend innovative application, data and systems architecture alternatives with integration strategies
  • you can plan and coordinate all phases of complex multi-ministry/cluster architecture, design and implementation for systems supporting both internal/external clients and stakeholders, and o translate the business vision into a roadmap that leads to successful solution implementation
  • you can develop appropriate performance measures that are adaptive and responsive to address the continuous introduction of new and emerging technologies, use of unfamiliar or unproven technology, and broadly defined or undefined business and systems requirements

LEADERSHIP SKILLS

  • you can provide guidance and training to project teams and consultants retained for design, architecture and project implementation activities
  • you can help developers see the value of the enterprise architecture and understand how to use technology successfully in driving business results
  • you can provide technical guidance to unit systems staff, schedule activities, explain procedures, develop learning plans and monitor work progress
  • you can establish effective working relationships, obtain buy-in for systems design and development, and promote design and architecture options of systems to senior management and stakeholders, to obtain decision-making
  • you can lead project status meetings and other cluster/corporate committees to discuss/determine strategy for architecture priorities and change management directions

  • you can consult with multiple stakeholders and clients to advise on technical issues

Responsibilities:

As a Senior I&IT Architect, you will:

  • provide expertise and leadership in information technology (IT) architecture, enterprise architecture frameworks, strategies and methodologies within a variety of domains such as Business, Technology, Application, and/or Security, with a prime focus on Application & Technology architecture domains.
  • manage the planning, design, delivery and implementation of architecture solutions for large-scale, complex, multi-year I&IT projects and provincial systems required to meet the critical business requirements of our ministry client(s) impacting external stakeholders.
  • define, evaluate, and lead the development of value-driven architecture policies, standards, guidelines and best practices affecting multi-ministry/cluster initiatives aligned with the ministry Business/Programs.
  • be responsible for technical architecture, detailed design, and development support on the ministry-supported systems and platform, both hands-on and as a trusted subject matter expert.
  • provide expertise and leadership in information technology (IT) architecture in a number of the following domains: business, technology, applications, security and/or information, with a prime focus on Application & Technology architecture domains and including enterprise architecture frameworks, strategies, and methodologies.
