Description:
The Markets Department (Markets) within the Supervision Division (SUP) of the FSRA is responsible for the authorisation and supervision of trading, clearing, settlement and listing venues within, and connecting to, ADGM.
Covering Financial Instruments, Virtual Assets and Spot Commodities, Markets authorises and supervises Market Infrastructures (being Recognised Investment Exchanges, Recognised Clearing Houses, MTFs and OTFs), Remote Bodies, Remote Members, Issuers and Reporting Entities. It is also responsible for the development of the offering, listing, trading and clearing regimes that are benchmarked to global international regulatory standards.
The role of Senior Manager is to work within the Markets team , with a focus on Market Infrastructures, through the development and implementation of regulations and supervisory policies and practices to create a diversified, vibrant and robust capital market within ADGM. Responsibilities will focus on the authorisation and supervision of ADGM Market Infrastructures (Exchanges, Clearing Houses, MTFs, OTFs, ), across Financial Instruments, Virtual Assets and Spot Commodities.
Strategic responsibilities
- Assist in the execution of Markets’ strategic direction.
- Assist in the management of resources and workplan for Markets.
- Support the Director in providing leadership for Markets with input into authorisation and supervision functions.
Continuously improve Markets practices to ensure that ADGM takes a leading role in market infrastructure, virtual asset and related capital market developments.Pro-actively engage with ADGM, regional and international market participants and other stakeholders
Operational responsibilities
- Licence and supervise Recognised Investment Exchanges, Recognised Clearing Houses, MTFs and OTFs, Remote Bodies and Remote Members.
- Keep up to date and advise Director on changes to the regulations and policy that will impact Markets functions.
- Support the Director in terms of oversight of changes to policies and regulations within the team.
- Build and manage relationships with senior markets-industry stakeholders.
Liaise with the ADGM Business Development team in the identification of target entities, and participate in early participant engagement.Deliver additional tasks, or carry out any other duties, that may be delegated from the Director.
Organisational responsibilities
Support in the development and administration of rules and supervisory processes for the regulation of Market Infrastructures, Remote Bodies and Remote Members.Support in the administration of rules, policies and procedures governing the initial recognition, and ongoing supervision, of Market Infrastructures, Remote Bodies and Remote Members.

Education
Minimum Bachelor’s Degree

Work Experience:
- Professionally qualified in one of the following disciplines; Law, Finance, Banking, Accounting, Economics, or related disciplines
- Minimum 10 years of experience in the same field
- Experience in supervising Exchanges, MTFs or Clearing Houses.
- Comprehensive understanding of Securities and/or Derivatives markets (locally and internationally).
- Understanding of virtual assets activities, and ADGM’s virtual asset regulatory framework.
- Experience of leading the formulation, implementation of regulatory policies.
- Strong internal and external stakeholder management skills
- Demonstrate strong project management, planning, organisation and analytical skills
- Fluent in business English
