BASIC QUALIFICATIONS:

• Typically requires University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience.
• Must be authorized to work in the U.S. without sponsorship now or in the future. RTX will not offer sponsorship for this position.
• Ability to possess and maintain an active U.S. Government security clearance at the Top-Secret level or higher as a condition of employment. The candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements.
• Successful completion of the Defense Counterintelligence and Security Agency FSO Program Management for Possessing Facilities Curriculum within six months of hire.
• Ability to interpret and implement security requirements outlined in customer issued prime/subcontract DD-254 forms (DoD Contract Security Classification Specifications).
• Ability to interpret physical construction standards for restricted/secure areas/SPAFs/SCIFs
• Maintaining accountability and control of classified documents, COMSEC material and equipment and oversight of classified information systems (IS)
• Willingness to perform security tasks outside specialty (e.g. physical security) and be proficient in Microsoft Applications (Word, Excel, and Power Point).
• Strong communication skills with the ability to communicate effectively in both oral and written modes and be able to author and present subject specific presentations.
• Must be willing to travel domestically – Minimum travel (10-25%), generally supporting other company facilities.

• Insider Threat Program Senior Officer experience
• Facility Security Officer and CPSO experience
• Experience in conducting investigations.

ROLE OVERVIEW:

Collins Aerospace, a Raytheon Technologies company, is a leader in technologically advanced and intelligent solutions for the global aerospace and defense industry. Collins is seeking a Government Security Compliance (GSC) Senior Manager Security, Regional Industrial Security Manager, based out our Windsor Locks, CT, facility. This security position requires an experienced security professional to support multiple facilities, programs, and efforts across Collins Aerospace. The position requires a self-motivated candidate who can work in an independent and team environment with minimal direction.
This position will implement strategies and programs to mitigate and minimize risks associated with the protection of technology and proprietary data. Responsible for coordinating, implementing, and enforcing Security policies and procedures in accordance with 32 CFR Part 117 National Industrial Security Program Operating Manual (NISPOM) Rule, Department of Defense Manual (DoDM) 5205.07 series, Intelligence Community Directives (ICDs). and other government agency directives.
Responsible for the oversight of various industrial security facility programs. Will serve as the primary point of contact in reviewing and implementing client-specific security procedures for collateral and Special Access Programs. Will also participate in various security risk assessments and coordinate security measures.

PRIMARY RESPONSIBILITIES:

• Brief senior and executive management on the status of GSC operations, programs, and participate in and/or handle extremely sensitive projects.
• Support the development of organizational security policies and procedures such as local Standard Operating Procedures (SOP). Operations Security (OPSEC) Plans, Emergency Action Plan and Disaster Recovery Plan
• Oversight of facility clearances, secure Area accreditations, conduct annual self-inspections, facilitate customer inspections, and provide accurate record keeping per requirements.
• Mentor and develop security staff, raise security awareness with various security cleared managers, engineers, and support staff.
• Provide security support for proposal activities.
