Description:

Overall responsibility and accountability for the operational management and governance of their area of responsibility . Delegated budgetary responsibility for nursing and allied healthcare professional services within the sphere of responsibility, and be an authorised signatory. To undertake financial assessments of new developments or changes in service provision and monitoring of benefits within the sphere of responsibility. Implement and evaluate the University Health Board Resource and Operational Plan and performance against targets.
Be required to support complex sickness and absence issues and provide formal counselling to individual staff members and respect the confidentiality of all members of staff. Support the Lead Nurses, Heads of Nursing & Midwifery in the investigation of clinical incidents, critical incidents, complaints and claims. Develop systems, processes and audits to monitor the quality of care, adherence to University Health Board policies and procedures, clinical practice, and corrective action plans from clinical incidents, claims, complaints and professional registration. Work in collaboration with the Lead Nurses, Heads of Nursing & Midwifery, Directorate Manager and Senior Nurses to provide cover for annual leave.
Participate in and chair key meetings within the Acute Services and develop a communication framework to cascade information to all areas within the specialty. Conduct regular staff appraisals identifying training needs and personal development plans, setting objectives and monitoring performance. Maximise the performance of all staff within delegated areas ensuring effective structures for the supervision and direction of work. Develop policies and service development practices across the specialty in support of the Clinical and Risk Governance Agenda.
To support the Heads of Nursing and Midwifery to comply with and provide evidence to demonstrate adherence to the Health Care Standards, continuous quality improvement and patient and public involvement. Be responsible for all aspects of the environment of care, ensuring early identification of risks, developing proposals for corrective action and improvement, and monitoring and evaluating implementation. Be responsible for Child Protection/Adults at Risk Protection the service, ensuring that there is compliance with All Wales Safeguarding Procedures and support the Heads of Nursing, Midwifery and Senior Nursing Team in the protection of children/adults. Provide clinical expertise to the multi-disciplinary team, particularly with regard to complex case management and Continuing Healthcare cases. Provide specialist Specialty specific information to the Heads of Nursing and Midwifery and to other colleagues across the organisation. Provide clinical expertise to support public health initiatives.
Act in accordance with legal and statutory regulations in relation to practice and comply with policies and procedures. Monitor and evaluate the implementation of infection control policies, procedures. Participate in service/workforce development within the specialty area. Participate in audit and research programmes, and utilise findings to promote a positive attitude towards the implementation of evidence-based practice.
Be required to assess events, problems or patient conditions in detail to determine the best course of action. Allocate and reallocate resources in terms of staffing, caseloads and individuals/patients with complex or immediate needs, to meet both the patients/organisitional requirements. Undertake effective crisis management, responding promptly, able to problem solve. Manage and realign staffing resources appropriately where there are changing service needs and limited availability of staff.
Actively contribute to longer-term service planning, by identifying opportunities for role and service redesign, opportunities and challenges to change and managing the process with the Head of Midwifery. Working with statutory/third-sector partners through partnership and other forums to develop a seamless approach to meeting the needs of patients and families. Plans and co-ordinates multi-disciplinary/multi-agency meetings. Plan and organise a broad range of complex activities, formulating, and adjusting plans and strategies as required.
Perform regular individual clinical performance reviews in accordance with clinical governance requirements. Be responsible for the creation and delivery/procurement/commissioning of generic training modules. Requires highly developed observational skills to identify non/verbal communication indicators. Uses computer/IT equipment to record and receive information, and to prepare conference and training presentations.
Undertake clinical duties and be able to demonstrate complex physical skills. Be responsible for the provision of expert advice, standards and evidence-based practice in relation to the delivery of nursing care, developing corrective action plans with Line Managers with regard to patient experience and feedback. Responsible for providing opportunities to engage the public in service development and monitoring of patient satisfaction via Patient Reported Experience Measures and Patient Reported Outcome Measures. Responsible for identifying opportunities for changing services through redesign, and job enrichment/enlargement as a result of changes in policies or patient feedback.
To participate in multi-disciplinary/multi-agency forums to enhance closer working relationships. Responsible for raising the profile and promoting the Service within their area of Services. Undertake staff training and awareness programmes within the Directorate. Will be required to deal with distressed relatives that have been given distressing news.
Take a lead role in the recruitment and retention of staff involving writing job descriptions, KSF competencies and participation in recruitment fairs and chairing interview panels. Act as Disciplinary Officer for designated levels within the sphere of responsibility. To ensure compliance with the Health Boards targets in relation to Putting Things Right, and to investigate complaints in line with the Health Board Policy. Implementation and compliance with all People Services policies.
Contribute to the development of Workforce Plans. Frequently manage highly distressing situations. Frequently involved in resolving conflict between staff/teams/local authority partners/secondary care which requires a high level of emotional effort and concentration. Responsible for Integrated Governance for the development of policies and clinical guidelines ensuring that they reflect current practice and changing trends.
Identifying, developing and implementing new service initiatives to meet the needs of the local population in conjunction with the Heads of Nursing and Midwifery and Service Manager aligned to Value Based Healthcare principles. Supervise, deploy and develop staff to reflect the identified needs and priorities to ensure the effective and efficient use of highly skilled human resources. Responsible for the recruitment and selection of staff. Ensure compliance with the All Wales Managing Attendance at Work Policy .
Ensure compliance with European Working Time Directive (EWTD) by monitoring staff working patterns, undertaking risk assessments and maintaining a register of those staff working above 48 hours or in additional employment. Responsible for authorising additional hours to meet the needs of the services. Responsible for monthly monitoring of budgets/PSIs/Improvement plans informing the Heads of Nursing and Midwifery and Directorate Manager of any variations and providing rationales when appropriate. Responsible for predicting pressures and demands that potentially may affect the budget.
Responsible to ensure the provision of cost-effective sustainable services, recognising and adapting to wider changes in demography . Responsible for ensuring own compliance and monitoring staffs compliance in relation to financial control procedures Responsible for identifying changes/trends in clinical practice that may potentially impact the budget, including the implementation of NSFs, NICE guidelines, pressure ulcers, the impact of residential homes, changes in demography/dependencies etc. Responsible for maintaining own continuous professional development and professional registration. Responsible for inputting, monitoring and utilising the data available on available Information Systems to enhance service delivery and improvement.
Verify the accuracy of information/statistics generated/provided by ward staff and support them in the preparation and collation of information and reports. Participate in their Service areas and Health Board-wide audit, quality improvement, innovation and research programme, utilising findings to promote a positive attitude towards the implementation of evidence-based practice.
