JOB SUMMARY

The Senior Office, Community Planning and Development is responsible for participating in the municipal and provincial planning process, zoning applications and land development applications, as it may affect CN lands and operations. The incumbent undertakes risk assessments for developments situated near the railway corridor, including noise and vibration assessment and stormwater management reviews. The role requires working with municipalities to favour adoption of policies and zoning that protect railway infrastructure and railway operations. Furthermore, the incumbent is required to negotiate CN development requirements and implementing development agreements as well as correspond with internal staff, land use decision makers, municipalities, developers, and other stakeholders with respect to development reviews.

EXPERIENCE

Urban Planning

  • Minimum 6 years of experience in urban planning

o Experience in planning and land regulations

EDUCATION/CERTIFICATION/DESIGNATION

  • Bachelor’s Degree in Urban Planning
  • Master’s Degree in Urban Planning*
  • Professional membership in Planning*
  • Any designation for these above would be considered as an asset

TECHNICAL SKILLS/KNOWLEDGE

  • Knowledge of computer applications including Microsoft Office and Google Maps
  • Knowledge of the railway industry*
  • Knowledge of noise and vibration assessment*
  • Any knowledge for any of the above would be considered as an asset

Responsibilities:

  • Review municipal and provincial applications respecting developments in proximity to the railway
  • Undertake risk assessments for developments in proximity to the railway
  • Review noise and vibration reports as well as stormwater management studies
  • Prepare proposals and recommendations with respect to developments in proximity to the railway
  • Negotiate development agreements
  • Correspond with internal stakeholders (Operations, Legal, Public Works, Real Estate) and external stakeholders (law firms, consultants)
  • Correspond with land use decision makers, municipalities, provinces
  • Project follow-up on active development reviews
  • Assist in the handling of railway proximity issues as required
