SUMMARY

The position provides expertise and policy analysis in the development, implementation, and evaluation of regulatory reforms related to the financial services sector, including mortgage brokers, real estate, financial institutions.
Location: This position can be based in Vancouver or Victoria, BC.
This posting may be utilized to fill multiple vacancies.

ACCOUNTABILITIES

  • Manages and implements policy development and review projects through all phases of the project management life cycle within accepted standards and deliverables.
  • Determines project scope, defines deliverables, and develops project charters to align with the direction of Senior Executive.
  • Acts as project manager and team leader on major policy reviews or cross sectoral policy issues, including overall management of the project and direction of other staff.
  • Develops and maintains a broad range of stakeholder relationships to achieve project objectives including leading consultation sessions. Provides analysis and briefs stakeholders on the implications of policies and proposals.
  • Provides expertise for the development of industry policies, governance and reporting systems, and the ongoing reform agenda, to meet regulatory objectives under the financial services sector among other enactments.
  • Makes presentations and provides advice to senior stakeholders on project status.
  • Implements policy decisions through managing the drafting of changes to rules and other regulatory instruments and contributes to policy development.
  • Plans and conducts project evaluations and post-implementation reviews, and documents findings for future reference.
  • Manages the financial resources for policy projects and directs the work of contractors and other staff, where required.
  • Contributes to the team’s development of internal work practices (e.g., policies, procedures, and tools).
  • Provides orientation and training to internal and/or external stakeholders within area of responsibility.
  • Contributes to, participates in, and supports organizational business transformation initiatives.
  • Depending on organizational needs, may be required to undertake other duties outside of core accountabilities on occasion.

JOB REQUIREMENTS

  • Superior oral and written communication skills, including the ability to communicate clearly, logically, with awareness, and to manage sensitive issues.
  • Ability to facilitate complex and potentially contentious meetings, consulting and corresponding with government officials, industry representatives and the general public on policy proposals and existing government policies, including explanation of technical details on complex issues.
  • Preference may be given to applicants with knowledge related to policy analysis or issues management affecting financial services sector or other financial services regulation, corporate structures, industry practices, products, and services.

EDUCATION

  • Degree in Business Administration, Political Science, Public Administration, Economics or Law and several years recent experience managing legislative or public policy projects and implementing policy decisions, or an equivalent combination of education and experience.
  • 5 or more years’ experience managing complex relationships with, and briefing senior level stakeholders and, leading consultation sessions and working groups.
  • Preference may be given to applicants with regulatory experience and, experience overseeing the work of other project managers, professional employees, and consultants.
