Description:

SKILLS & EXPERIENCE:

  • Experience of building and managing strong collaborative relationships with senior external stakeholders
  • Experience of writing persuasive and engaging outputs for a range of audiences.
  • Experience of researching complex policy issues and writing technical, accurate briefings and communications.
  • Experience of coordinating events and facilitating meetings with senior stakeholders - desirable
  • Experience of developing and delivering political engagement and communication strategies to secure policy change - desirable
  • Good understanding of current UK politics and knowledge of the social, political and economic issues relating to the work of the public sector, especially local government
  • Knowledge of a range of campaign and public affairs approaches and an understanding of how to strategically deploy them to meet influencing objectives.
  • In depth knowledge of parliamentary and government decision-making processes, including the points for a local authority to influence them

Responsibilities:

KEY RESPONSIBILITIES:

  • To develop policy and public affairs expertise on one or more issues, in line with public affairs priority issues.
  • To work with officers and the cabinet to identify the national or regional policy changes needed to overcome barriers to the council’s commitments to its residents.
  • With support of the Policy and Public Affairs Manager, to develop sophisticated influencing strategies to bring about the external changes needed to achieve positive outcomes to residents.
  • Working with colleagues across the council, To oversee and deliver influencing strategies - identifying and deploying a range of public affairs approaches and activity, including coordinating events, engaging with decision-makers, gathering evidence, generating media coverage and building alliances.
  • To map and assess the different opinion forming and decision making audiences which impact clients, and work with colleagues to build our reputation and profile with them.
  • Effectively engage with, and ensure the needs of all are understood by, key decision makers and opinion formers, including parliamentarians, think tanks, stakeholder organisations and other decision-making bodies.
  • To work with colleagues in other departments who are engaging with external decision makers and opinion formers to provide expert public affairs advice on how to maximise impact.
  • To develop effective communications and outputs on various policy issues, of both a technical and a persuasive nature, for internal and external audiences.
  • To keep abreast of new legislation and political developments at a national, regional and local level. Gather, analyse, interpret and disseminate information and the impact it could have on the council and its strategic delivery.
  • Work with cabinet members and officers on policy areas which need additional focus, by supporting actions that deliver the cabinet’s policy agenda
